FAA to Repair Kodiak Tower WASHINGTON (AP) instead of building a new air traffic control tower at Kodiak, the Federal Aviation Administration says it plans to renovate the existing tower and spend the savings on air safety improvements in other communities. Sen. Ted Stevens said Tuesday that Robert Faith, the FAA's Alaska regional director told him $2.4 million could be saved by renovating the existing Coast Guard tower, leased by the FAA. Stevens said Faith estimated 'a new tower would cost about $3 million, while renovation work would cost only about $580,000. Proposed amendments to the sessions emerged from the Senate Transportation Committee on Tuesday. It is "better than nothing, but not much," said House Speaker Joe Hayes, R-Anchorage. Transportation Chairman Bill Ray, D-Juneau, said his committee's proposal gives voters what they want, the opportunity to see their representatives held publicly accountable for the length of a session.

At the same time, he said, it gives the Legislature the flexibility to remain in session as long as necessary to finish "important business. Sen. Bob Ziegler, D-Ketchikan, told the Transportation Committee the House plan is too restrictive. "The idea, as great as it might sound, is neither wise nor responsible," Ziegler said. "Hasty decisions are invariably bad decisions." Sen.

Ed Dankworth, R-Anchorage, comparing the Legislature to the board of directors of a major land and oil company, wondered whether legislative business could be done in 120 days each year. "I really believe we could get our work done in 90 days," Hayes told the committee. InThe 6 rare OD. MWTCD IN BOTTLE FROM CAWM BY HRAM ww iNfWERsi.Nc. NEW YORK (AP) The ivory-inlaid, gold-encrusted hunting pistols that once belonged to Catherine the Great -had lain for a decade in a police warehouse, two museum pieces lost amid the common tools of crime.

The ornate 18th century guns, valued at $200,000, were seized in a drug raid and may have "knocked around the streets" of New York for years, said Sgt. Thomas McCabe, the Intelligence Division officer assigned to the case. The pistols were supposed to be melted down along with hundreds of "Saturday Night Specials" and other illegal handguns when police set them aside, thinking them odd antiques. The officers were right. Experts the Metropolitan Museum of Art said the pistols were made and signed by Johan Adolph Grecke, gunmaker to the court of the Empress of Russia.

Research Associate Leonid Tarassuk, who specializes in Russian arms, noted that the 'guns have the initial for "Ekaterina" inlaid in gold. "Their quality is so very high, I am almost certain they could have been used by the empress herself," he said. "They are true works of art and there is no doubt as to their authenticity." Now that the guns have been identified, police face a new problem: finding the owner. The pistols will be loaned to the museum, with the hope that once they go on display, "the real owner may come by and see them," said Rosemary Carroll, the Police Department's Program Set On Sitka Housing The Adult Education Program of Sitka Community College will present a program on housing in Sitka Wednesday, 7 p.m., in Room 103 of the Community College.
