COMMISSIOXUi: SPARKS REJECTS AN APPLICA TION GROWING OUT A VERY OLD CASE Washington March 23 The Commis sioner of the General Land Office has rejected the application of the heirs of John Bou ligny for tbe issue of prize laud scrip to the extent of 75000 acres This claim dates from the year 1717 and is involved in the historic operations of George Law of South Sea bub ble fame It is based upon ar alleged grant by the Government of rance covering a por tion of the then rench colony of Ixiuisiauti The Commissioner of the Land Office in the year 1838 decided that the claim wa invalid and void but tbe neirs succeeded in 1807 in getting an act passed by Cong res affirming their title and ordering ti issue of the scrip tbe land having long before been disposed of to others Almost immediate ly after tbe passage of the act it was discovered that tbe Supreme Court some years eariiei bad passed upon claim ad versely it having been brought out in evi dence that noitlier the archives of rance nor Louisana contained any record of the alleged grant and moreover that under tbe Jaws then covering tlie matter of grants only 2500 acres could have been granted instead of half a million to which amount the claimants laid title Thereupon a joint resolution was passed less than thirty days after the passage of the act in question suspending tbe operation of the act Tbe claimants then went before the General Land Office assorting that tbe act in volved something in the nature of a contract and therefore that it was not within the competency of Congress to annul it It issnp posed that the matter will again be brought before the Supreme Court for a decision on this last point LAMAR NON CONCURS THE SECRETARY THE INTERIOR DECIDES IN AVOR A RAILROAD Washington March 23 In the case of the Chicago Staul Minneapolis Omaha Rail way Company the Secretary of the Interior has declined to concur in the recommendation of the Commissioner of the General Land Of fice that the company be enjoined from cut ting and disposing of timber from its unap proved selected lands in the State of Wisconsin within the indemnity limits which selections have not been yet approved because of the non completion of tbs road wit hm the time limited by the granting act though fully completed since that time The Secretary holds that tbe road having been completed and Congress having failed to deciare a for feiture of tho grant the company is entitled to its full benefit The Secretary directs tlie commission to forthwith adjust tbe said grant and transmit for approval proper lists of lands selected or more mysterious force than electricity and as a watch is of ne cessity made of metals the most susceptible to magnetic influences it most readily responds to the subtle power which has for its foundation law the seeding out of fine points in which to demonstrate its effects Years ago watchmak ers produced hair springs for watches made of gold glass and palladium with a view of over coming the then weli known influence of mag netism on the regularity and accuracy of the watch liver since that time during the past thirty five or forty years various devices have been tried Even the steel in the balance wheel (which is absolutely necessary for the adjust ment of the watch) was removed entirely This most effectually did away with the magnetism of the balawe wieel but it rendered the watch worthless because it was then impossible to ad just it The standard balance wheel is made of steel and brass the two metals being used to compensate each other in the adjustment to temperature It is there obvious that with the great desideratum steel absent in the balance wheel one may pay ever so high a price for a watch and yet get a valueless article It is a well known principle of science that an absorbent of magnetism if inclosed in a shell of highly magnetic metal will thus be protected from the influence of magnetic force because the current of magnetism will be car ried around instead of through the shell The Giles Anti Magnetic Shield embodies ail the protective qualities of the shell referred to for the following reasons It is made of de carbonized steel the greatest known absorbent of magnetism copper the greatest conductor and diffusive agent known and gold It en tirely encircles the steel mechanism of a watch thus placing it in a uniform or equable establishment of Smith Co ac companied orsinger of Chicago to the Brush Electric Light works to wit ness the operations of a demagnetizing machine made by Giles Bro Co of Chicago '1 he machine was connected with a dynamo and the experiments proceeded The demagnetizer looks like a small Stuyvesant blower fan in its outward appearance its internal construction was not described At the top of the machine is an oblong plane of polished metal while a crank handle at the side operates whatever of gearing there is inside "XVith the electric cur rent from the dynamo running through the machine Mr orsinger placed an ordinary steel pen on the plane of polished metaE After turning the crank three or four times the pen which before had been filled with magnetism was withdrawn and applied to a delicate mag netic needle to ascertain if the magnetism hail been extracted In spite of the fact that the required electrical power was not obtainable it was demonstrated to the satisfaction of all pres ent that the machine had done all the work that had been claimed for it It was suggested that Supt itzgerald of the Brush works who was present be shown the workings of the anti magnetic shield for watches but the gentleman cut it short by saving much to the delight of Mr orsinger here is no need of any such de monstration as thGiles Anti Magnetic Shield lias been thoroughly tested by all the leading electricians and is accepted them as accom plishing the work claimed for he shield is very compact does not increase tlie size of the watch and with a watch so protected a man may work in the dynamo room around tele graph and electric light wires on a locomotive where abnormal currents o'f magnetism are gen erated by the running machinery or may cover his body with magnetic appliances belts pads etc and he will find that he has in the shield invaluable protection against the disturbing in fluences of magnetism The Messrs Smith were so well convinced of the advantages of both the shield and the demagnetizer that both were ordered and here after if vour watch behaves badly because of magnetic influences and all watches must come under that influence in this day unless protected by an anti magnetic shield you may visit the store of tliat firm have your chronometer de magnetized and then have it encased a shield When asked why a steel pen placed on the machine became demagnetized Mr or singer explained I place the pen on the polished plate and turn the wheel the polarity of the pen is shifted with each turn Thus the molecular atoms seek a common polarity and so the ma chine being an absorbent a conductor and a distributor the demagnetization takes place There's nothing mysterious or secret about it It is simply a practical application of the natu ral Iaw by
