proceed there Coleman marvelled at the cheek shown by counsel The defense had put on the stand a witness who swore he had been employed by Bartlett Robbins Co and at the same time had made plans for the government for four buildings for which his firm was bidding Another employe of that firm had gone into the government employ long enough to make a favorable report upon thousands of dollars worth of material furnished by that' firm for the Chicago budding When he finished that job he went back to his place with Bartlett Robbins Co That was an offense whicn should send them to the penitentiary Yet counsel said they were proving nothing The Chairman said the comiiiittee would take under consideration demand that Bliss be examined and the regular proceed ings were resumed Dixon of the Dix Island Granite Company testified that the work had been done in a proper manner and that there had been no combination to defraud the government At request the defense called Hill to testify in the Bartlett Robbins Co case? He said his recollection of the extra work done upon the Ne York Postofiice building was al most whok confined to the records of his bureau Had been in the Supervising Ar officesince 1807 Never had any ex perience as a carpenter mason or engineer His office disbursed about $8000000 per annum Had no personal knowledge of the character of the work done by Bartlett' RobLins Co but relied upon the reports of superintendents Did not know he ever had read report The letters we got from Stinemetz in answer to the questions we did ask indicated that he was a sorehead and i we got no satisfaction out of him Stinemetz had been transferred to other service and was disgruntled Had an impression at the time that Stinemetz was a sorehead but his letters received subsequently convinced him of the fact Presumed the letters were on file and would produce them if possible 7 Coleman read several of reports complaining of the work donejby Bartlett RobbinS Co Witness could not remember having read them and said he had read several hundred' thousand letters since the date of those reports 1 Had called upon Oakshott Superintendent for a report upon the work when the extra bill was rendered Could only surmise wny (JaKsnotx had requested the department to instruct him to certify to the bill for extra work Had sent men to Baltimore to look into the charges Did dot know the United States had suffered great damage through the failure of Bartlett Robbins Co to complete their work on time and through its bad quality In a majority of cases aside from buildings constructed under his supervision large were warmed by steam instead of hot water is the milk in this said Coleman is why all the advertise ments called for hot water apparatus because no one made them but Bartlett Robbins fip Witness believed Bartlett Robbins Co got three out of four contracts for heating ap paratus Hayward had been employed to make plans for large public buildings because witness knew of no one else competent to do the work It would have been ridiculous to have advertised for such plana Witness knew Hayward was in the employ of the firm at the time he made the plans Bartlett Robbins Co got a greater portion of the repair wofk because they were usually the lowest bidders for contract work Small jobs were given them because they were reliable and as a large part of the original work was of their con jo tliey trouble you?
