United Press International WASHINGTON The government revoked the tax-exempt status of 11 private Mississippi schools yesterday in the first use of a new rule aimed at cutting off contributions to schools established to perpetuate segregation. The Internal Revenue Service announced the action was taken after the schools refused to drop racial discrimination from their admissions policies.

The main effect of the order will be to disallow income tax deductions for gif Js to the schools. This is expected to cut down on financial contri-b i and some private school officials have said they could not survive if gifts to them were not deductable. All ll schools involved in the decision were named in an order by the U.S. District Court in Washington prohibiting the government from giving favorable tax treatment to 41 all-white private schools in Mississippi. Shortly before the court issued its ruling, the Nixon administration announced i would deny the tax deduction to all private schools throughout the nation which refuse to adopt nondiscriminatory admissions policies.

The Mississippi schools for which the deduction was suspended are: the Citizens Educational Foundation, Vicks-burg; Covington School Foundation, Mt. Olive; Forrest County School Foundation, Hattiesburg; Oktibbeha Educational Foundation, Starkville; Parents Edu that's sent to you, it's your own fault if you're confused." He said many boundary changes had been necessary to split overlarge districts to reduce waiting time. Others were changed to conform with U.S. census tracts, to make reapportionment easier, he added. "We figured the choice was between waiting in line at your old polling place and voting quicker but in a new place," he said.

"And we've had complaints in the past from those who waited too long." Other issues showed the same increases in the district. The increase in vote in the precincts with heavy concentrations of renters was larger than the relatively small overall increase in total votes cast. Final unofficial totals released late yesterday showed 33,361 total votes cast, compared with the 1969 election total of 31,877. Maricopa County Recorder Paul Marston said yesterday he wasn't surprised at the reports of widespread confusion in Tuesday's election, with voters unable to find where to ballot because of changes in 158 precinct boundaries.

"We hadn't counted on a special election when we changed the boundaries," Marston said. "And the city couldn't mail everybody a list of instructions it would be too costly." Marston said all voters would receive instructions and a sample ballot for the Sept. 8 state primary election, and this will relieve confusion over the massive boundary changes. The precinct runs from 32nd to 36th streets, Thomas to Osborn. In 1969, Monte Vista voters approved the water bonds 184-78. Tuesday, it voted for them by 213-24. It voted for landfill bonds 169-91 in 1969, lut approved them 202-34 Tuesday. Similar increases were shown for every issue in the precinct, and similar declines in the opposition column.

The most dramatic change in voting preferences occurred in Butler Precinct, be-tween Roosevelt and Van Bluren, from 35th to 43rd avenues. It has a large renter population. Butler voters turned down 9 of the 10 propositions in the 1969 bond election, and gave only a one-vote plurality to fire department bonds, 32-31. "Tuesday, however, all 10 propositions were approved by fairly comfortable margins ifi the light-voting Butler Precinct. Water revenue bonds, defeated 29-34 in 1969, carried 58-22 on Tuesday and maintenance service facility bonds, defeated 21-40 in 1969, carried 50-30.
