The Ar-. my is trying to decide what to do with a 16-year-old boy who ran away from home when his family moved to Greeley, altered his birth certificate and joined the service. The boy's mother knows what she wants to do. Mrs.

Delores Van Nostrand, relieved to learn her son, Arthur, was at basic training at Ft. Dix, N.J., and not missing, said she would be willing to sign a waiver letting him stay in the Army. Arthur telephoned his mother when his whereabouts were determined by a radio station in Boston. Mrs. Van Nostrand said Arthur apparently became tired of a 1 i living under crowded conditions and sleeping on floors and in a car.

She said she, her husband and five children were generally dependent on welfare and arrived in Greeley with $20 and a worn-out car. When Arthur disappeared, she contacted the Weld County sheriff's office for help and then wrote a letter seeking assistance from Station WRKO in Boston, since they had recently live in nearby Plymouth. "He liked there and I thought he might have gone back," she explained. WRKO newsman Roger Allen contacted some of Arthur's friends and learned the boy was at Ft. Dix.

He relayed the information to Station KFKA in Greeley. A newsman there called Ft. Dix and notified officials there they had an underage soldier on their hands. The boy did write his moth er one letter after departing, indicating he was not dead and was working on a construction job. The letter said she probably would not see him for a "couple of years." The Army, notified of the problem, found Van Nostrand but wasn't sure what to do with him.

After the telephone call, Mrs. Van Nostrand said her son liked the Army and wanted to stay in. "I signed papers to let him leave school," she said. "I will sign papers to let him stay in the Army. exchanged for the annual golden eagle passports after the pending legislation becomes law.

Morton also announced that a (10 "National Park-lands Passport" was being sold pending final congressional action on extension of the "Golden Eagle" passport program. Morton's action came as congress moved toward final approval of legislation to extend use of the $10 pass and the free pass for the elderly. The House, by voice vote, gave its final approval of a compromise bill and sent it to the Senate for certain passage. As finally agreed to by a House-Senate conference committee, the legislation will give the buyer of the $10 annual permit admission to any park or recreation area administered by the National Park Service or the Forest Service. No permit will be required for entrance to other federally owned recreation areas, such as reservoirs constructed by the Corps of Engineers.

The legislation calls for retention of camping fees and other use fees at developed recreation areas, with holders of the free "Golden Age" permits to be given a 50 per cent discount. The permits allow the entrance of the holder and any person accompanying him in a private vehicle.
