Gouip About a Proposed New National Association. New York, Oct. baseball man who la conversant with the progress of the new association Is authority for tht statement that a strong effort would be made to carry the project through, but that KB final organisation was exccedinffly problematical. Al Johnson'! friends say that he will not g-o Into the scheme unless he gets the best assurance that the other clubs on circuits outside of New York are by hard caah. The new association, It is understood, will make, If It is organized, a proposition to the 'national league to act in harmony and draw upon its reserve players, but the big league, of course, will not listen to any scheme the designs of which are to Infringe on their territory.

A war and the losses of large sums of money are Inevitable If a new association Is formed. It Is believed that the money to carry on a fight of this kind will be found wanting, although the Philadelphia and Plttsburg men who are trying to push through the scheme of a new association say that if Johnson dors not go into it on the New York city end, they have other capitalists in view. It is known that P. J. Powers has been asked to take the management of the New York team, and while he may such a proposition under consideration, It is doubtful if he will accept, for has a comfortable berth as president of the eastern league and Is doing well In other lines.

It was emphatically denied that A. H. Overman would have anything to do with any association to rival the league, although his name has before this coupled with a proposed club in this city. Appeal from the Pope. London.

receipts for the first ten days of October aggregate $6,500,000 while the ordinary expenditures so far have exceeded the receipts by about To this must be added Interest payments, of $5,000,000, which swell the total expenditures In excess of receipts to $6,506,000 up to date. Present indications point to about $23.000,000 total receipts for the month. For the next twenty days expenditures are likely to be proportionately less than for the past ten days and for the whole month of October, Including Interest, the expenditures will probably not exceed the receipts by more than $4,000,000 or $5,000,000. Custom dues from imported sugar may be expected to begin to come In the latter part of this month and an increase of receipts from Internal revenue duty from whiskey for the Christmas trade may also reasonably be anticipated in November. Increased receipts, therefore, are anticipated after this month and the prediction is freely made at the treasury that after November, receipts under the new tariff will exceed the expenditures monthly and leave at the end of the fiscal year a substantial surplus.

The net treasury balance to-day is $118,784,000 of which $53,840,000 is in gold. Agent John H. eiijfer leaves the Mr. J. R.
