It was one of many honors handed out Saturday during a banquet at the Glendale Adult Center. Buffington was singled out for his work in community-oriented policing, an effort in which police join with residents in the battle against crime, blight and graffiti. He helped in a crime program that took direct aim at 12 known active criminals, said Officer Matt Brown, a police spokesman. "Hard work, dedication and teamwork are standard operating procedure for him," Brown said.

"He is an excellent role model for fellow officers." Other awards: Investigator of the Year: Detective Michele Blanco, a seven-year member of the force. Scottsdale event adds institution By Dolores Tropiano The Arizona Republic The Smithsonian Institution is coming to Scottsdale. The prestigious institution will be in town Nov. 10-14, as part of a five-day Culture-Fest, featuring the test and brightest scholars as part of celebration of the rich cultural heritage of Arizona. The event will feature more than 50 programs in jazz, Old West lore, Native American art, space exploration, Mexican art and culture, the Sonoran Desert and Arizona gems and minerals. "We assess the cultural pulse of a city before selecting a CultureFest site, and were impressed with the vibrancy and growth of the arts community in Phoenix and Scottsdale," said Amy Wil-kins, publisher of Smithsonian magazine.

"Smithsonian is pleased to be able to bring our scholars and resources to help showcase the treasures found only in Arizona." Featured Smithsonian experts include Anthony Brown, former curator of American Musical Culture at the National Museum of American History. Brown will present the "History of Jazz," and perform with Arizona friends Charles Lewis and Dwight Kilian at Taliesin West, Cactus Road and Frank Lloyd Wright Boulevard. The equipment will be used to provide electronic filing to middle- and low-income taxpayers in Arizona. Especially needed are com puters with a processor speed of 233 MHz (or better) with a minimum of 128 MB RAM and at least 2 GB of hard disc drive. Last year, volunteers helped nearly 58,000 people with their tax returns.
