The Secknor Contracting company lias prepare-' plans for new buildings and has given the committee an outline of the mode by which the city can boc6mo the owner of tho plant in 20 years, The Seckner company's plan brief Is to build a pi ant, or buy the one, and hold it in possession rif the company for that length of time. The. revenue from the plant will say the principal and Interest on the boiids and tho current expenses. The company's plan, as we understand It, guarantees that the revenue as now vill pay for the current expenses, tho nterest and principal, and at the end of twenty years the plant will be turned over to the city. Although the city must buy or build has not money enough to do so tself, and cannot issue bonds sufficient because of a provision in the constitution limiting the bonded indebtedness of a city to five per centof the taxable value of property.

The bonded indebtedness of Alton has been for many years about Something was added to this in recent years. Under the assessment as now made the bonded indebtness might be increased to nearly $100,000, leaving only $25,000 or $30,000 forwhichbonds could be issued. The Seckner company's plan has been adopted in other cities, probably in Springfield, and it has worked well, Alton can do as well if the proper persons are selected to manage the system, which wo have no doubt will be done. Lowell School Accepted, The new Lowell school building on Joesting avenue was accepted today by the Board of Education. The acceptance of the- school from the contractors has been postponedonemonth on account of a delay in the completion of some minor details.

The building completed represents an outlay of $8,542, and it is said the city has received more for the money than in any other instance of school building. The building was planned by L. Pfelffenberger and the contractor was Henry Schuelle. The cotract was to have been completed November 1, but unavoidable delays have prevented the acceptance until yesterday. The school was built to relieve the crowded condition of Humboldt school and to provide East End children'with better accommodations.

School sessions will begin Monday with two teachers and Principal Terry, The teachers will probably be Miss Amelia Kuhn and Miss Bertha Hart- nan, the latter being transferred, from Irving and will be succeeded by Miss race Sloss. A dangerous fire in the new brick stable at the Knos Sanitarium on Third street was discovered in time this morning to prevent serious damage to surrounding property. While a man was working in the hay lofMhis morning, the lantern he was using exploded and set fire to the hay. The man had gone down stairs and hearing the explosion, ran upstairs to find the hay ablaze. A lire alarm was turned in and the lire department extinguished the Humes in a short time. The interior of the barn was dumugod slightly a few bales of hay were destroyed.
