The grounds: Media America Corp. Channel 3's parent company, run by McFarland's husband-and-wife heirs Delbcrt and Jewel) Lewis alleges that Channel 15 parent Scripps Howard Broadcasting used its ABC affiliates in Cleveland and Detroit to leverage an ABC affiliation for Channel 15. The FCC has yet to rule on the petition. Despite the loss of ABC, Channel 3 has not seen wholesale staff defections. "How could you not stick around to sec how it all turns out?" Miller asked.

Across town, Channel 15 spent the last half of 1994 frantically adding staffers to prepare for ABCs arrival. The station, which has spent the past four weeks as an interim independent, has steadily increased its local news output from the lone 10 p.m. newscast that debuted Aug. 1. During the same time period, Channel 15 has also jettisoned a general manager, news director and key news producer.

Lately, "there's been a little last-minute scampering" around the station, said Nilsen, promoted to general manager in September. "With all the other guys changing to this point, (the ABC move is) almost anticlimactic." More to come For viewers, the last domino click does not signal a climactic conclusion to local TV changes. Still to come: Wednesday night, a new part-time network Warner Bros. Television, or WB signs on at Channel 3. On Jan.

16, another startup network the United Paramount Network, or UPN signs on at KUTP-TV (Channel 45). And in the fall, the Valley gets an all-new station, KASW-TV (Channel 61). Programmed and -promoted by Channel 3's management, who sought out an unused television license owned by Chandler farmer Gregory Brooks, Channel 61 will carry Fox Children's Network programs, including The Mighty Morphin Power Rangers. Those syndicated shows, which were forced off Channel 15 with the rest of Fox's programming, will continue to air on Channel 3 until Channel 61 is operational. C-.

KCTWQRK, from page A 19 upheaval, has seen a ratings surge in recent months, apparently caused by local viewers clinging to a comfortable and unchanging signal.

Elsewhere on the dial, CBS' ratings at Channel 5 have equaled the ratings for CBS shows in markets where the CDS affiliate is unchanged. Also, Channel 5'i new CBS programming had a strong showing in the November ratings sweeps period, said Pat North, the station's general manager, winning the ratings race in daytime and late-night hours. The one notable exception to CBS' success at Channel is the CDS Evening Sews, which has only recently shown recovery from a ratings drop of more than 50 percent. At Channel 10, Fox's shows arc outrating their past performances at Channel 1 by 20 to 45 percent, depending on the time slot, according to Ron Bergamo, Channel 10's general manager. Both stations have welcomed their new networks with high-profile promotional campaigns.

Based on ratings results from the first two network moves, Channel 15's Nilsen is confident that ABC's viewers will quickly learn to turn to their favorite shows. Other observers are less optimistic. "We're talking about a network affiliate going from a VHF to a UHF," said Channel 5's North. "Around the country, when a station has gone from a to a the numbers go down. If you apply that theory to Phoenix, you'll probably see some decline in ABC.

I think everybody expects that, based on what's happened elsewhere." Countering, Nilsen points to the consistent ratings success of Phoenix Suns games on KUTP-TV (Channel 45) as proof that Phoenix viewers can find a UHF signal. Despite any ratings flux or short -term viewer confusion caused by the switches, most of the principals involved say the long-range effect of the changes will be positive. "It's brought in more brains," Miller said. "More money has been brought into the market to underwrite those brains. There's creative energy in local programs we didn't have before.

"I think the viewer will be served." Aggressive moves So far, Channel 3 has been one of the most aggressive contestants in the local battle of the network affiliates. To establish its own shows in key time slots, Channel 3 allowed several ABC network programs, including Good Morning America and Sight-line, to leave early for Channel 15. Since its late-summer sign-on, Q(xxl Morning Arizona, an upbeat wake-up lollapalwza slotted in Good Morning America's old time slot, has challenged NBC's TixSay show for the morning ratings lead and regularly bested all other contenders, both local and national. And in Sightlinc'i late-night spot, the syndicated Hard Cvpy has begun to outrate all comers, including The Tonight Show With Jay Leno and market champ Late Show With David Lctterman. F-arly in the game, Channel 3 also secured the popular syndicated programs Jeopardy and Wheel of ortune for its post-ABC lineup.
