Authorization for broadcast was received a few hours earlier from the Federal Communications Commission in Washington. The 250-watt station, located in the center of Riverside Park, operates on a frequency of 860 kilocycles. Its activities will be directed toward the valley's Spanish-speaking population. Within hours after the' legal transaction at the bank, MacDonald began spreading his check handiwork around town. He picked up $466 in three hours before a clerk at Penney's became suspicious and called the police forgery detail. MacDonald and Nordwall left town in a hurry, leaving behind all their check-writing equipment THEY WERE traced to El Paso, and later to Oklahoma City, where they were taken by police and returned here to face charges. Judge Jennings suspended sen tence two years for Nordwall, after which he was turned over to Phoenix federal authorities for arraignment on charges of depositing fictitious out-of-state checks.

Adult probation officers said MacDonald has a long record of arrests and convictions, including terms served two different times for bogus check writing. He was paroled recently from San Quentin Prison where he had taken graduate work in the art of writing fiction. Officers reported his penmanship was perfect. Another check artist, Ronald Nichols, 33, 1543 West Madison street, was sentenced to two to three years in state prison. NICHOLS pleaded guilty to burglarizing the office of the Phoenix Fuel Company, 401 South 15th avenue, where he had recently been employed, and stealing six checks.

He forged three- of them and received $59.40 in cash. A woman writer, not of bogus checks, but of extortion notes, was granted five years probation by Judge Jennings. Ruby Riggs Douglas, 25-year-old mother of four children, 1738 East Monroe street, pleaded guilty to composing a note which demanded $500 in cash from the wife of a Phoenix motor court owner. She admitted also to probation officers she had written an extortion note to the owners of Diamond's store. She recently was given five years probation on this charge by federal authorities.

Ruling On Book Purchase Given All purchases by school districts of supplementary text books must be approved by, the state superintendent of public instruction. Such was the ruling issued Wednesday by Fred O. Wilson, attorney gen eral. Such purchases, said the ruling, also must be in accordance with rules and regulations of the state board of education. The opinion was requested by the state school office.

The state board has approved a list of supplementary textbooks which individual schools may pur chase out of their own funds. These are in addition to the standard textbooks provided schools by the state.
