SBA cooperates in "grass roots" drive in state The Small Business Administration will cooperate in a gras roots drive in the New Mexico area to spur economic activity and employment through loans to local development companies, Raymond A. Melton, Albuquerque Branch Manager of the Small Business Administration said today Mr. Melton explained that under SBAs lending program to local development companies, communities can step up economic growth and boost job opportunities and income by helping new small firms get started or by helping small businesses expand, modernize, or diversify. The program can play a particularly important part in stimulating business and jobs in labor surplus areas. Mr.

Melton is appealing to chambers of commerce, planning organizations, and other groups concerned with economic development in the New Mexico area to cal development companies eligible for SBA loans. There is a large, untapped source of assistance available to local communi-hes interested in promoting economic growth, he said. Under the SBA program, a local community, working through a publicly owned and controlled development company, can provide the initiative and initial investment to help established small businesses expand and modernize and new small businesses to get started. The SBA, in turn, can lend the development company the major part of the funds it needs to help small enterprises. To be eligible for assistance through SBA loans to a development company, a business must qualify as small under SBA size standards.

In the case of labor surplus areas, SBA has modified these standards to permit a 25 per cent differential. Mr. Melton emphasized that SBAs role is limited to lending and that the local development companies themselves must be responsible for selecting the small business firms. He stressed that SBA is not in a position to undertake the task of locating or recommending specific firms to participate in the development program.
