The Arizona Republic Phoenix, FrL, Sept. 20, IMS CD Program Fails, Warns State Boss PRESCOTT A warning that Arizona's civil defense program is falling down was given public officials at a countywide meeting here yesterday by Col. J. G. Hollowly, state CD director.

He attributed the failure to two factors: public apathy and lack of financial support sufficient for a well rounded program. He- said that if officials gave civi defense more adequate financial help more people would become interested in the program. JACK Custer, Prescott fire chief and CD director, said the CD unit here was functioning as an organization but was handicapped by lack of funds. He said that $7,000 was needed to put a local warning system in Holloway said a plan exists In which the federal government would share on an equal basis the costs of civil defense outlays by a community or other governmental subdivision. The state CD chief also said that supplies to stock all shelters were expected in October.

Because of an earlier miscalculation many shelters in Arizona and other Western states were not yet stocked with food and water. HOLLOWAY also said plans were being shaped for an emergency rationing system and that an inventory was being made of amount of food supplies normally on hand in the state. RAY By LUCY GROUNDS YUMA Bruce Merrill, president of Valley Telecasting blasted his television station opposition in a 45-minute talk before city council yesterday afternoon.

Merrill, lives in Phoenix. His firm is the parent company of KIVA-TV here which has been objecting to the construction of a second television station, KBLU. His blast was fired at Bob Crites, manager of KBLU, for releasing an economic survey on Yuma and El Centro, counties made at the request of Merrill's firm. MERRILL said, "In the three years running battle against further television development in Yuma and El Centro, KTVA has never issued a press release on any of these matters. "This report, although required by law to become a public document, will probably languish in the files in FCC headquarters and be only pulled out to be used by our attorneys in support of our case.

"The only copy that came to Yuma came to KBLU since we are required by law to serve the evidence on our competitors. Facts interpreted out of context could hurt Yuma. "I BELIEVE what he (Crites) did was a rash, foolish, dangerous selfish thing (by releasing the report) to get the city and city officials to help carry part of his fight." The economic survey was made by Dr. Irston Barnes of Wallingford, whom Merrill described as an independent researcher and an economic consultant with a distinguished record since his graduation from Yale University in 1926." The Barnes survey painted a gloomy picture of the two counties economic future, exerpts of which were first published by The Arizona Republic. He did hot deny that the newspaper re ports were accurate but complained that they should never have been printed.
