Gov, Arnold? So why not Mayor Whoopi? By JACQUELINE CUTLER Perhaps if Whoopi Goldberg really were the mayor of a city, it would be a fun place to live.

Goldberg plays the mayor in "Whoopi's Littleburg" Sunday on Nickelodeon. The first of three half- hour specials the others will air in 2004 aimed at preschoolers, the show is a sweet mix of puppets and actors with a bit of animation thrown in. The opening show, "Welcome to Littleburg," focuses on Spencer the pig. He just moved to Littleburg and is worried about making friends. Proof that this is a fantasy town comes when mama pig allows Spencer, a preschool piglet, to board a bus and go downtown with T.J., a cat he just met.

T.rf.r also-a puppet; or Whoopi. They visit her at work while she is conducting a city council meeting. "OK, so tomorrow will be funny hat day and Wednesday will be game day," Mayor Whoopi tells council members. Puppets and children vote on whether the snack of the day should be pretzels or bananas. When there is a tie, they opt to have one snack today and the other tomorrow.

Anyone who has ever suffered through a council meeting knows nothing is decided that easily, which is why, if Mayor Whoopi had such powers, it would be a grand idea to have her run a city. As usual, Goldberg emanates no-nonsense warmth. When she talks to the puppets, she neither camps it up or talks down, and that even approach makes the show work. Of course it would be better if Goldberg and some of the actors didn't sing. The show is not at its best when they visit the sock store and proprietor -sings "GotS Sock-to Find" to the tune of "9 to 5.".
