Albright has served in the Haleyville city government for about 24 years, 20 of them as mayor. Curtis O. Lyles defeated the incumbent mayor of Svlacaupa. Lyles had 1.778 votes to 1.366 for Mavor Joe P. Dark In Hueytown.

L. W. By THE ASSOCIATED PRESS A black civil rights lawyer defeated Prichard Mayor Vernon 0. Capps in a runoff election Tuesday to become the first Negro since reconstruction days to defeat a white incumbent for a mayorship in. Alabama.

A. J. Cooper's victory came late in the election counting process. Before the last ward was in, he trailed Capps by more than 400 votes. When the final votes were tallied, complete but unofficial returns showed Cooper with 5.601 votes to 5.067 for Capps.

Prichard has never before had a black elected official. Capps has been mayor of Prichard, an industrial city just north of Mobile, since 1960. About 38 per cent of the eligible voters are black and approximately 52 per cent of Pri-chard's 41.500 residents are black.
