Earlier this year, after conducting her own investigation, Clouse reported she believed the allegations against Schreiber were unfounded. Hyde had earlier issued his own recommendation that Schreiber1 be reassigned, but Clouse appealed it to the Personnel Committee. Stephens said the committee reviewed the initial complaint and Clouse's report and also interviewed Beech parents, teachers, students and faculty members before reaching a decision. The committee made two recommendations: 1. Schreiber should be reassigned to another coaching position at the school; if no vacancies are available at the beginning of the 1991-'92 school year, he should be given preference in future openings.

2. Schreiber's current position should be assigned to a coach who has no ties to Beech High School nor to either of its feeder schools, T.W. Hunter Middle School and Knox Doss Middle School. I Time runs out on rape charges, state court says Associated Press The Tennessee Court of Appeals has upheld the dismissal of rape charges dating back to 1959 for a man who was convicted last week of raping his stepdaughter in 1962 and 1966. The Kingsport man had been charged with seven counts of raping his daughter and half-sister between 1959 and 1970. Sullivan County Circuit Court Judge George Garrett dismissed those charges last year because the statute of limitations had run out. The appeals court affirmed that ruling last week. The three-judge panel said in the ruling issued late last week that a 1979 change in the law gave prosecutors a four-year statute of limitations to bring the charges.

Last week, a Sullivan County jury convicted the 62-year-old man for raping his stepdaughter in 1962 and 1966. Garrett had ruled that the man could be tried in those cases because of the age of the victim at the time of the attacks. The woman, who is now 37, was 8 and 12 when the attacks occurred. Assistant Public Defender Terry Frye says he will appeal the man's convictions. The Associated Press is not identifying the man because that would tend to identify the victim.
