Rodman's Claims Get Attention WASHINGTON (AP) Claims by Republican Heinz Rollman of Waynesville, N.C., in a recent spe- ial congressional election in North Rep. Judd's Speech Follows Classic Pattern Of Keynoters CHICAGO Walterj H. Judd says the Eisenhower administration has kept peace with honor and that "the man this con-' vention will nominate" is incomparably the best qualified to deal with the cold war. Judd meant Vice President Richard M.

Nixon. But his keynote speech Monday night was on opening day of the Republican National Convention, and Nixon is not slated to be nominated until Wednesday night. The Minnesota congressman's address followed the classic pattern of keynote orations, though it was longer than most. He sang praises for the Republican record under President Eisenhower, predicted even better things ahead under Nixon, and charged the Democrats were unqualified to meet the challenge. The delegates, in a relaxed and receptive mood, greeted his sallies roars of approval.

"What kind of reckless and irresponsible action is it," Judd asked, "for anyone to misrepresent the United States as a second class power, as was done in the Democratic convention, and thereby encourage the very attacks which all Americans profoundly hope and pray can be prevented?" In this 1860-1960 centennial year, Judd hearkened back to Abraham Lincoln, the first Republican president, and said the gravest issue of this century too is human slavery. "This time not men enslaved by other men," he said, "but masses of men enslaved by governments. More human beings are in bondage tonight than ever before in human history." Dealing with more recent Republican history, Judd said the Eisenhower administration "brought to an end the fighting in the Korean war which the Tru- man administration would not win nd could not stop." "In addition," he said, "this administration has prevented a half ozen other threats from develop- ng into the Mossa- egh uprising in Iran, Guatemala, 'ormosa, Suez, Lebanon, Quemoy, Vest Berlin." Far from allowing the nation to ag into a dangerous lag in missile trength, as has been charged by Democrats, Judd said, the admin- stration fought and overcame a ag in this field he said was 5n- terited from the Truman admin- stration. "The Truman administration in light years had put 17 times more into price supports for peanuts han for long-range missiles," Lc adding: "It took the Soviet Union 12 years to develop its long-range missiles. It took this administra- six years to get ours operational.

Anything wrong with that?" Judd also pictured the use of the controversial U2 spy planes as one of several "brilliant examples of successful initiative." 'The fact that our U2 operations were so outstandingly successful for four years should be a source of intense pride to all Americans," he said. "The U2s were not provoking war, they were helping to prevent war. "It has been suggested that the President should have done something different or better about Mr. (Nikita) Khrushchev's breakup of the Paris conference. Will they please tell you what they think American people want their jresident to do? Apologize, and land over West Berlin? Blow up and start a war? Of course not." Judd said Republicans agree with the Democratic presidential nominee John F.

"This is why it is possible in America for the son of a rich man, like Jack Kennedy, to become president," Judd said. "This is why it is possible in Carolina will be handled in the ments. 'usual manner." That was the word here Monday rom House Clerk Ralph R. Roberts.

He said he could do nothing about a request from Rollman that he U.S. House look into the conduct of Rep. Harold C. Cooley (D- NC). Rollman has charged that Cooley misrepresented the facts when Ray A.

Taylor (D-NC) was sworn July days before Tayor's special June 25 election vie- wy was officially certified. Taylor was sworn in after Cooley told lie House his election was not being contested. However, Rollman, a shoe manufacturer, claims he notified Taylor on July 5 he was contesting the victory. Rollman argues the election was not official because it was called on only 13 days notice. Rollman, who will oppose Taylor for the North Carolina 12th District seat in November, had his name stricken from the ballot for the special election to select a successor for the rest of the term of the late Rep.

David Hall, also a Democrat. The Rollman-Taylor dispute-will be turned over to the House Administration Committee for a decision. This will come after Taylor files an answer to Rollman's must come within 30 days after July 5. Then both sides have 90 days to take testi mony and deliver it to Roberts who in turn passes it to the com mittee. Greensboro Counters Integrated GREENSBORO, N.C.

(AP) Visits to three key eastern North Carolina cities were on the schedule today as the Advisory Budget Commission continued its biennial tour of state institutions. The commissioners were to drop in on the Eastern North Carolina: Sanatorium, Wilson; the Aycock Birthplace, near Fremont; Cherry Hospital and O'Berry School, Goldsboro; and Caswell Training School, Kinston. They heard requests for state money for new construction and improvements. The visits represent an early step in a process which will result ultimately in a budget for the 1961-63 biennium. Monday the budget men heard East Carolina College officials ask for $7,835,000 and Elizabeth City State Teachers College ask for $1,505,000 for construction.

The group was unable to visit Eastern Carolina' Training School at Rocky Mount and said it would reschedule a stop there later. East Carolina College's biggest item was a 520-man dormitory with cafeteria facilities. It would cost $1,475,000. The college also requested $1,250,000 for a new men's gym. The Elizabeth City college's key project was a $419,000 dormitory for 150 men.
