One of the first acts performed by Mayor Kelly after the city council elected him late yesterday to serve out the unexpired term of the late Anton J. Cermak was to set in motion the machinery to provide pan payment of the $55,000,000 in back, salaries owed to public school teachers and other city employes.

By designating a proxy for the signature of $1,800,000 of school warrants for the immediate payment of salaries to the 13,000 teachers Mayor Kelly moved to prevent a threatened shutdown of the school system. The proxy included $40.000,000 of other municipal and school warrants for 1932. At a special meeting of the board of education today the school trustees were to vote on the reso; lution presented by Trustee H. Wallace CaJdwell asking that the schools be closed Immediately and remain closed, until sufficient back salaries arc paid the teachers to satisfy their immediate demands.
