The most serious violations involved failing to prevent residents from hurting other patients and failing to prevent accident prone residents from falling, according to Rob Kenny, spokesman for the state Department of Health. Senior staff of the nursing home did not return telephone calls requesting their comments. The nursing home was one of 19 the Department of Health fined in March. In addition, 53 of the state's 679 nursing homes were inspected, and 49 were found to have deficien cies.

All have since come into compliance. Victory Lake corrected the most serious problems, but it was cited again in February for not paying adequate attention to some residents receiving medication and for some food service problems, Kenny said. Those were considered less serious than the 1999 violations. "We are pleased with Victory Lake's progress," Kenny said. "They now are in substantial compliance." For information about the state's oversight of nursing homes, including records on past violations at 20 facilities in Dutchess and Ulster counties, visit www.health.state.ny.us.

The men volunteered to assist local emergency workers at the scene and were deployed to a local airport to assist in conducting searches as commercial flights were grounded in the wake of the hijackings.

Chorba and Hudson were also honored for helping catch two suspected armed robbers on July 19, the officer and dog's second day on the job after completing training. The pair responded to a Route 9 gas station that had been robbed and the clerk severely beaten. Chorba and Hudson began a search that eventually led to an apartment not far from the crime scene, where two suspects were arrested.
