Important vnt of th week In International and opens a new era In that discussion of the Russian situation that topic, constituting the chief matter for con elderatlon during the' conference. Meantime, the attitude of Franc ln refusing any modification of reparation terms hss necessarily led to the closing of the banker' conference without definite result, and with the Indirect statement that until there la unanimity among the allied governments a German loan of a large slae would probably not be favorably received.

This situation, of course, la giving rise to disappointment though Its Immediate' Influence on our markets la relatively email. Important Federal Legislation During; the week the bonus legislation haa assumed greater and more menacing proportions. Ths probability now aeema to ha stronw that the tneaS Kire will go through th senate and that the executive will have to decide Whether to veto it or not. That he will do so. In th absence of provision for mean with which to pay th bonus, there Is every reason to believe, but there la some Indication that the measure may then be passedpassed over his veto.

This necessarily offers a situation which cannot be Ignored by the market, and haa Us psychological effect. Trade Improvement Continue. Better unfilled orders announced by the United States Steel Corporation, the Increase In the" output of Ingot steel, and ateadlly improving prices for all claasea of ateel products, have combined to demonstrate the rapid advance of ths Industry toward normal conditions with the beneficial reflex Influence always exerted by ateel Improvement upon industry ln general. The much Improved outlook ln other llnaa of business Is shown by the greatly increased strength of buying demand and the upward tendency of prices In a number of different line. Great strength ln all classes of building materials "bears witness to the continued activity of the building movement, and there la an unmistakable advance ln the demand for many classes of products which have heretofore been comparatively inactive.
