(A'- Secretary of Defense Forrestal, urgIng tighter unification of the arced services, sald yesterday that Congress should give his successor more authority. Forresta: appeared before the Senate Armed Services Committee in support of an administration bill to overhaul 1047 legisiasion which grouped the Army. Navy and Air Farce under a department of defeuse. He will be replaced in his cabinet post next week by Louis A.

Johnson, whose nomination was confirmed Wednesday by the Senate. Forrestal said "A beginning" has been made on unifying the armed forces but that "certain weaknesses and Inconsistencies" in the act have prevented full realization of the goal, The proposed bill would strengthen the secretary of defense's controt over the anilitary establishment. Forrestal said the chief objection likely to be raised Is that it would concentrate too much power in the sceretary. Although Forrestal is leaving ROVernment service. President Truman said last night that lie had prondeed to come buck in case of emergency.
