A tree grows in the center of the room. Tb. carpeted waiting area makes up a large portion of the 4,300 square feet the county will lease from ADtIt is part of the ''public space" in the building which also includes hallways and bathrooms.

On the other side of the waiting area there are glass doors which lead to the new runway apron which can holdfive planes for loading and unloading. Dutchess pays ADL J4 1J per squaTe foot for the public space. In addition, the county rents office space foilhe county aviation department for it per square foot. Car agencies, and other airport tenants will pay higher and varying rates for space in the building. There are four major rental car agencies, Herts, Empire, Avis and National.

They have been provided new booths that are more modern than the space provided In the existing terminal. New businesses coming to the terminal are the Windsock Shop, a variety store, newsstand and gift shop, and the restaurant, Brendan's, which features continental cuisine and a cocktail lounge. Also located in the terminal are the offices of the Federal Aviation Administration and Video Associates, a private video film company. The two airlines operating1 regular flights out of the airport. Command and Colgan, are also moving to the new terminal.

Their operations will be streamlined because of the improved facilities in the terminal. Former County Executive Edward Schueler was the author of the plan to have a private firm build the. airport without county financing. In 1978, Schueler was convicted for asking for and accepting a bribe in connection with another county prtject and he resigned from office. Contacted at his home Thursday in Boca JUton, Florida, Schueler said: "I ara'glad to see the terminal has gotten Off the ground." And he added that the county "always needed a first class airport terminal." But Schueler said he has not been aware of a controversy surrounding the terminal project.

It was plagued with numerous delays, financing problems and criticism that the building will be too small the day it opens. The 2,000 square foot lobby in the new terminal is about twice as the large as the lobby in the old terminal. But Ackerman told county lawmakers in 1978 that the waiting area restsJLPfSLE would be too small. Studies made of the airport in past years have projected a need for 4,000 square feet for a waiting area. Former airport Commissioner James Howes also agreed that the waiting area would be too small.

He left that post earlier this year and Ralph Haskins, deputy county comptroller, has been serving as acting airport commissioner. His term was extended until December by County Executive Lucille Paulson. But the legislature refused to increase the site of the building because it was estimated to cost an additional $9,600 to lease the space. Ackerman said his building may not be as large as it should be, but he said the new structure will enhance the businesses operating at the airport. The terminal was built so that It can easily be expanded on the east side.

All the plumbing connections are easily accessible. But expansion would require county approval. County Public Works Commissioner James Spratt approved the plans for the terminal in August, 1979. The plans were submitted late by Ackerman who wanted to sign most of the leases with tenants before presenting his plans. i ADL was supposed to start construction 30 days aftef the contract was approved by Spratt.

And the firm was supposed to finish the terminal 210 days later. Spratt expected the building to be complete by April, 1980. But late in 1979, Ackerman ran into financing problems and called the county executive into negotiations for a mortgage. In an agreement reached early this year, it was decided that Dutchess Bank would takeover operation of the terminalif ADL defaults on the mortgage. And the county would maintain its ownership of the land and its interest in the building.

The county has the right to buy the building five years after it opens. And It can take the building over In 40 years. But ADL failed to make its April deadline. And the county agreed to extend the deadline. "I wanted the terminal to go," Mrs.

Pattison said. I concluded that the developer had more to lose than the county did if the project didn't fly." Ackerman praised Mrs. Pattison and former county executive James Benson for helping with the project. Horses missing in Union Vale UNION VALE Two pregnant mares were reported missing Saturday from the Blue Rose Morgan Farm on Bloomer Road in the Town or Union Vale. Stephanie Rosenfeld, the farm owner, said the horses were in a field where a fence was discovered cut Friday afternoon. "I presume that if they are not found soon they came upon foul play," she' said. But, she added, "they may possibly be just wandering." One of the horses was described as brown with a black tail and mane. The horse's two rear and right front legs are white.

The animal stands IS hands high and was wearing a halter but no shoes. Its registered name is Wilde Nancy Lynn, but it answers to the name Nancy. The second horse, named Fanfare Lendon Lass, is muddy or liver chestnut colored with a white star in the middle of its forehead. It also has a halter, but no shoes. Rosenfeld, who said she was hording the horses for a New Jersey couple, has offered a $S00 reward for their return.
