Hospitals' staff levels criticized Psych center workers concerned, they say By Larry Fisher-Hertz Poughkeepsie Journal Last month's merger of Harlem Valley and Hudson River psychiatric centers has taken more of a toll staff than on the patients, officials said Tuesday.

A union spokeswoman said theaides and others who work rapy with the patients fear staffing levels on some wards on the Town of Poughkeepsie campus are "danworkers, low." morale has they plummeted: And the because they no longer have time to give patients much personal attention. "The staff is teetering on: the edge," said Judy Watts, president of the Hudson River chapter the Civil -Service Employees Association. "When you get people.com plaining (about working conditions) who have never complained before after 20 years on the job, you know you're reaching the breaking Hudson administrators said they understood the ees' concerns. But they said they were convinced the facility's 700 patients. continued to be we'd' like more, staff we'd always like more staff," said River spokesman Roger Christenfeld.

"'Morale has." taken two major hits over the past year the transition hit (caused by the merger) and the downsizing hit all under the shadow of a continuing reduction of patients and staff: But the remarkable thing is we have not seen any reduction in the care of the patients, and this is a tribute to the staff." Little found to criticize Christenfeld's assessment was shared by Howard Himelstein, president of Hudson River Psychiatric Center's Board of Visitors. Himelstein said he and three other members of the board had toured the campus about. two weeks ago and had chatted with many of the patients' who had been transferred front Harlem Valley: He said eryone spoken to had post- tive things to say about the move. "We were very impressed with. the renovations at Ross Pavilion," the building where most of the former Harlem Valley patients now live, Himelstein said.

"On. the evening we were, there, we visited with a number of patients on four of the wards. To a person, there was really not a negative word. "I'm usually somewhat critical," said Himelstein, a Dutchess Community College administrator who has been president of the Board of: Visitors since 1990, "but I.couldn't find much to Watts and others who work at Hudson River contended, however, that staff reductions were taking a toll; particularly on those who. work directly with the patients.

About 180, patients and :300 employees were moved to the Hudson. River facility in January when the 70-year-old Harlem Valley campus in Wingdale was closed. Watts said some of the workers' concerns were linked to the merger of the two facilities but others. stemmed from staff shortages that existed on both campuses before Wingdale was shut down. -Suzanne Mateo, director of nursing services, said the facility did experience staffing difficulties during some of the recent spowstorms when some employees could not report for' work.

But at all. other times since the merger, she said, staffing in the wards has been above minimum levels. Dr: John George, the facility's program director, said the patients who had come from Wingdale were assimilating well and were pleased with the wider range of activities available at Hudson River. "When I go into the wards, I feel a sense of calmness that was not always there in the wards at Harlem Valley," said George, who worked, on the Wingdale, campus until. last August.

"I think that's' because (the patients) have a little more room to spread their elbows here; They have a swimming pool here and bowling alley's and a gym "Change is. hard for anybody, and it's been hard on the George said, "but they've done a marvelous job working with the Board expected to vote on concert zoning change -By Nandi Cremen For the Poughkeepsie Journal The Saugerties Town Board is expected to vote tonight to amend its zoning law in order to hold: mass gatherings one of the many approvals needed by promoter Michael Lang if a 25th Woodstock anniversary concert is to held in August. The meeting will be 7 p.m. at Saugerties Senior Citizen Center. Last week" the board hired an Albany law firm to help them a contract with promoters if the zoning -amendment is approved and to- review environmen: tal impact Lang thought there might be a conflict of: interest since the firm, Nixon, Hargrave, Devans and Doyle, is also handling the review of a separate Woodstock: festival proposed in the Town of Bethel Saugertles.

He is also concerned the firm could delay a decision for his mass gathering permit by the board. He needs approval by in order to book performers: "Obviously two shows. in two towns will be somewhat competitive," he said. "I hate to feel I was slowed down in someone else's interest." Andrew Rose, a partner of the firm, said he realizes there is economic competition between Bethel and Saugerties and has "looked at the issue of conflict thoroughly, "I don't think it's a valid concern. We are not here to put up; roadblocks to the (Saugerties) festival happening," he He pointed out that the towns are clients of the firths, not the, promoters.
