Cameras To Aid Police Work OLEAN, N.Y. (AP) -Police in this southwestern New York community will spend their evlenings watching television--but lit will be in the line of duty. The City Council Tuesday signed a contract with Cablevision Co.

to install six television cameras along the city's North Union Street business district so that one policeman seated at a desk in headquarters can keep an eye on the area. (AP) City Manager William Hanley ended Berkeley's week long ban on loitering and public assembly Tuesday, partly defusing a rally of protest from young activists in the university city. The rally was held as 'scheduled, however, with protests against police and demands that the law be changed so that the city manager could not again declare a "state of civil disaster." Hanley had proclaimed the emergency during the Labor Day weekend after two nights of violence in which a policeman shot and wounded and a building under construction was dynamited.

An estimated 175 jammed into the city council room and a like number listened over loudspeakers outside as protesters were alloted 40 minutes to air their views. Jack Bloom, leader of the Independent Socialist told the City Council that even though the ban on gatherings had been lifted, activists demand that the law which makes possible the declaration of a state of civil disaster be repealed. Other demands he voiced were disarming police, foot patrols instead of squad cars, re moval of plainclothesmen from public meetings and blocking off a part. of Telegraph Avenue near the University of California campus on a regular or permanent basis for use by youth and activist groups. Bloom also called for amnesty of those arrested during the past week and denounced what he called police brutality.
