SATURDAY, NOVEMBER 27, 1971 THE HOLLAND, MICHIGAN, EVENING SENTINEL PAGE SEVEN Southeast Asians Ask Neutrality KUALA LUMPUR (UPD- Five Southeast Asian nations agreed Friday to join together in calling on the governments of Hie region to declare their neutrality to achieve a lasting peace. They also scheduled a sum- mil meeting in Manila early next year to ratify a "declaration of peace, freedom and neutrality." Malaysian Prime Minister Tun Abdul Razak told newsmen after a meeting of foreign ministers from the Philippines Thailand, Malaysia, Singapore and Indonesia that neutrality will be jointly pursued by the five nations through a special committee to be set up in Kuala Lumpur. He said the terms of neutrality and the countries to which it would apply are questions that will be answered Saturday at a ceremony for the signing of the declaration. "It was a successful conference and there was complete agreement" on a number of topics discussed, including neutrality, Communist China's role in the region and regional security, Razak said. The meeting was regarded as the most politically significant among the countries in the Association of Southeast Asian Nations (ASEAN).

Razak said agreement to the declaration was a "step forward in our (Malaysia's) proposal for the neutralization of Southeast Asia to make it a zone of peace and stability." A government spokesman said that after the Manila summit the way would then be open to ask for guarantees om the Soviet Union, the United States and China, calling them to recognize the neutrality of the region and promise not to interfere in its affairs. No date was set for the Manila meeting but Razak said it would come some time after a regular Asian ministerial meeting in Singapore in January- Ottawa Indians Loans Approved LANSING (UPI) Michigan State Housing Development Authority announced Friday it has loaned $491,468 to a group of Ottawa Indians, blacks and whites to help them construct 25 single family homes in Oceana County. The loan was made to the Grand River Bands Non-Profit Housing Corp. of the Ottawa Nation, for homes in Hart, Walkerville, Shelby and Grant Township. Five sites in Walkerville were donated by the village to the Ottawa Group.

Construction of the homes is scheduled to begin next week and occupancy is expected by the spring or early summer of 1972. Authority Director William G. Rosenberg said the Ottawa group and the communities "are to be highly complimented for their efforts to make this development the finest possible to help meet the housing needs of Oceana County." Disrupted Fight Ends in Killing MONROE (UPI)--Willie Turner, 56, was shot and killed early Friday by a Monroe policeman after Turner wrested away the service revolver from another officer, police said. The officers said they were called to the Turner home to break up a fight between Turner and his brother, Skip Turner, 21. They broke up the fight, but it erupted again and Willie Turner grabbed Patrolman Gerald Hage's revolver, tearing the holster off the belt.

"The men fought for control of the gun," a police spokesman said. "When Willie Turner seemed to gain the upper hand and was bringing the gun up toward Hage's midsection, Patrolman, (Clifford) Florian fired two shots fo protect Patrolman Hage." The incident remained under investigation by Police Chief Paul Peters. Services Scheduled PORTLAND, Me. (UPI)-Funeral services were held Friday for Walter M. Tapley retired Maine supreme court justice.

He died Tuesday at the age of 73. Osceola Board, Deputies Reach Agreement on Pact REED CITY (UPI)-The Osceola County Board of Commissioners and the deputy sheriffs officers have reached an agreement on a new contract. Ed Kirby, chairman of the commissioners, said terms ol the agreement will not be announced until after the board meets Dec. 13 for a ratification vote. 8th St. Ph. 392-2054 Area-Wide Board Exits School Meet DETROIT (UPI) Detroit regional Board of Education members are miffed about not being consulted by the citywide Board of Education on various desegregation plans for the city's schools. They showed their anger Friday by walking out of a meeting with the citywide board that was discussing three final integration plans. They charged the citywide board was "playing games" with the integration plans, needed after a federal judge ruled Detroit schools are racially segregated.

As a result of the walkout, the citywide board scheduled three meetings next and a public hearing to discuss the original 18 integration plans. In a ruling Oct. 4, U.S. District Judge Stephen J. Roth gave the Detroit Board of Education 60 days to submit a desegregation plans.

That plan must be filed with the federal court here before the close of business next Friday. The citywide board will meet with regional board members behind closed doors Monday afternoon and Tuesday to discuss the 18 integration plans. Then the board will hold a public hearing Thursday. On Friday, the citywide board plans to hold a public hearing to decide which plan it will present to Roth.
