School Board Faces Legal Action for ignoring Head of Closed Edson School And Naming Another to Coiburn Post On the grounds that it acted in bad faith in sidetracking Miss Caroline A. Downey filling the vacancy in the principalship of the Coiburn school last week, the Lowell school committee, or those members of it who refused to consider Miss Downey's candidacy, face the possibility of legal action, The Sun learned today. Atty. James J. Bruin, counsel for Miss Downey, is now looking into the facts leading up to the election, and if they warrant it, mandamus action will be brought.

Miss Downey has been a member the school department for 26 years, seven of which she spent as principal of he Edson school. When that i ing was condemned and closed, Miss Downey, it was understood, was to have been given the next vacancy. But in January of this year, she lost her principal's rating and salary through action of the school board. It was generally felt, houever, that the Colburn school principalship would be hers upon the retirement of Miss Helen M. Shean.
