WEDNESDAY, APRIL 25, 1962 THE HOLLAND, MICHIGAN, EVENING SENTINEL PAGE ELEVEN Bob Kennedy Takes the Blame For Night Visits by FBI By Lyle C. Wilson United Press International WASHINGTON UP1) Atty Robert F. Kennedy will no put off on some FBI supervisor or agent responsibility for nigh time calls on newspapermen dur ing the recent flap about stee prices. The three reporters were. Lee: Linder of the Associated Press John Lawrence, Philadelphia Bureau chief for the Wall Street Journal, and James T.

Parks, Jr. of the Wilmington (Del.) Journal. They had reported from a meeting of Bethlehem Steel stockholders that President Edmund. F. Martin had gone on record there opposing an increase in steel prices.

The next day, Bethlehem raised prices, following the rise by U.S. Steel. Linder was awakened at 3 a.m., and Lawrence about an hour later. The FBI met Parks when he arrived at his office before 7 a.m.. Tours- day, April 12.

The President had said in his angry news conference on the preceding day that he wanted the facts on what Bethlehem's president had said. The FBI was ordered at 5:30 p.m., Wednesday, April 11, to check out the facts: was Bethlehem's President Martin accurately quoted by the newsmen? In the absence of the attorney general from his office, a representative told United Pres-s International that the order to the FBI was transmitted by the attorney general at the hour stated, but not directly to J. Edgar Hoover, FBI director. The attorney general does not regard the incident as a calamity, his representative said, but he is not going to put responsibility off on some supervisor or agent He does not mmd at all taking the responsibility. President Kennedy got a laugh from his April 18 news conference when he remarked that reporters themselves have called up a great many of people in the middle of the night The attorney general had plenty of that kind of experience when he was chief counsel for the McClellan committee that investigated business and labor corruption for the U.S.

Senate The key to the middle of the night calls on newsmen may lie in the language President Kennedy used in discussing the incident at a subsequent news conference He said "the intention was not to disturb the reporters and the intention was to get the information as quickly as possible so we determine what action we would take before the grand jury." As quickly-as-possible means right now. It is not clear whether the attorney general pressed for action "as quickly as possible" when he directed the FBI to check with the three newsmen. But the grand jury decision by the administration was coming up on the morning of Thursday, April 12. sometime between 5:30 p.m., Wednesday and the meeting of the grand jury Thursday morning it was up to the FBI to check out the Martin statement on prices. The A-G doesn't mind taking the responsibility, an aide repeated, and he certainly is not going to hang it -on some guy.

The incident has led, however, to some harsh editorial comment on Hie FBI and its director. Some of this comment should be discounted by reason of the source. But some of it comes from long-time defenders of the Federal Bureau of Investigation against charges that the FBI is a national police force with police-state ideas.
