zfibunr L9CAW RADIO LOG PAGE Et-6 5zitt fig alit etor-Surgeon arged SECOND SECTION SALT LAKE CITY UTAII SUNDAY MORNING NOVEMBER 24 1946 PAGE B-ONE In Death Girl 14 Group Urging Nonpartisan Welfare Board Tax Study Committee Asks Elimination Of Primary Runoff Rain Snowfall Strike Utah Region Highway Patrol Asks Drivers to Use Chains in Canyons ee4 44 44 0 ens 1 Light to heavy precipitation at lower elevations and snow in upper valleys and mountains was general over Utah Saturday afternoon and evening as the storm that has persisted over the Ore1 on coast unexpectedly moved into the intermountain region Most roads were reported open and only minor traffic delays and highway accidents were attributed to the storm Forecasters at Salt Lake airport weather bureau recorded 38 inch precipitation in the 24-hour period ended at 5 pm Utah highway patrol warned motorists driving on canyon roads to use chains However the only road closed by the storm was highway 6 from Hinckley to Elko Nev which wis shut down Friday night by excessive water and mud caused by excessive rains Arrest Follows Decision of Coroner's Jury Dr Edward Day 65-yearold physician and surgeon Sat- urday was charged with second degree murder arising out of the death of a 14-year-old girl The physician was charged and arrested immediately following a day-long inquest into the death of Barbara Louise Palmasano the coroner's fUry returning a verdict that the unwed girl had died as the result of an abortion feloniously performed by unknown person or persons Dr Day Testifies Dr Day himself testified at the inquest declaring that he had not been asked to nor did he perform an abortion that he surmised that the girl was pregnant because she had admitted she "was in trouble" but that his only treatment on Sept 20 22 and 23 were for a condition that resulted apparently from a mixed infection The patient died Tuesday in the Salt Lake General hospital The jury had returned its verdict and Dr-Day and his counsel Keith Browne had left the courtroom when both were summoned back by City Judge Clifford Ashton who had been notified that the county attorney's office had prepared the complaint which then was signed by Police Detective Duncombe Dr Day was arraigned before Judge Ashton who set the bail at $1000 The defendant was booked at the Salt Lake county jail at 4:50 pm being released immediately when bond was posted Jurors Hear Parents The jurors Anderson 2629 Dearborn Ellis Crane 1960 Berkeley at and Less Taylor 1338 Laird ave heard the girl's parents Mike and Melinda Larson Palmasano 2450 17th North tell about the visits to Dr Day in his Judge bldg office Mrs Palmasano declared that she had first consulted the family physician Dr Ray Green First National Bank bldg on Sept 12 the doctor advising her to have the daughter continue through to motilerhood However a short time later Mrs Palmasano decided she testified to see Dr Day to find out "if he would do something" about the girl's condition Mr Palmasano on the stand was asked directly by Judge Ashton "Did you go to Dr Day to see if you could arrange an abortion?" full-time three-man commission will be recommended to the legislature convening Jan 13 by the Utah tax study committee it was decided at a meeting of the committee Saturday in the capitol The committee also voted to ask the heads of the Republican and Democratic parties to get together and draft a bill for elimination of the runoff primary which the committee can recommend to the legislature The study group has concluded that the runoff is cumbersome and expensive and an unnecessary part of the primary system Previous System The proposal on the welfare department would restore the plan 1 in effect until the reorganization program of 1941 supplanted it with the present three-man commission Under the proposal the part time board which would be appointed by the governor with the consent of the Senate would name a welfare director who would be the executive officer The first recommendation of the committee was for a single director appointed by the governor but this was withdrawn Saturday in favor ofthe new recommendation which the committee believes would do more to take the department out of politics Ask Revenue Charge The committee also will propose that the legislature remove the absolute power of the governor over sales tax revenues earmarked for welfare and relief It was charged at the meeting that the publicity and industrial development commission is spreading propaganda to the effect that the tax study committee is advocating elimination of this department What the committee actually proposes is the elimination of the present three-man commission and the substitution therefore of a single director appointed by the governor It further recommends that the publicity department be budgeted like other state departments instead of being allowed to continue receiving all surplus motor vehicle license revenue Report Due This Week The final report of the commit' tee which been approved by representatives of labor industry agriculture education and municipal groups is expected to be off the press this week Plans are being made to draw up suggested bills based on the report for presentation to the legislature The subject matter to be covered in the bills will be: The plan for state support of a minimum school program assessment equalization nonpartisan welfare board and budgetary control of the welfare department modification of the and road program allocating a larger portion of license plate money to reduce property tax allocation of a share of liquor profits to cities and counties single director for the publicity department and the
