The Des Moines Register Metro Edition Friday, February 8, 2013 Page 5B READER'S WATCHDOG Gino's cardholders get discount at Baratta's Sioux City, said it was hard to find therapy in his area for his autistic son Noah, now 12. "For us, the doctor said he needed ABA therapy," Cobbs said. "Well, there is no provider and insurance wouldn't cover it, so then what do you do?" "That's when I got mad, as any parent would," Cobbs said. Heaton hopes to address both of those issues with his new legislation. "We have an opportunity to let these people live as normal a life as anyone," he said.

blocked progress, she said, "When it comes to brain-based diagnoses, people think it's hopeless." The cases are far from hopeless, Ursitti said. Medical professionals have come up with some approaches that have turned quiet autistic children into chatty kids. They've helped those with autism learn how to focus on tasks longer, how to hold a job, and how to ask for something rather than have an outburst when hungry. Josh Cobbs, 38, of house so Alyson could train to help her own three children and others with the technique. Now she works at Mercy Autism Center in Dubuque.

"In our world, if someone has cancer, you can get treatment," she said. "If the doctor says your child has autism, they say, 'Good One of the Beytien's children, Spencer, now 22, is a junior at the University of Dubuque, drives and has held jobs. Ursitti said studies have shown that insurance premiums would rise 30 cents a month if the firms were required to cover evidence-based therapy of all autism cases. Ursitti works in Boston but covers Iowa for the group. She's in her sixth year of trying to get the Iowa Legislature to mandate coverage for autism cases and to improve the availability of therapy.

Asked what has AUTISM Continued from Page 1B able. Many of the parents want Iowa to create a special Medicaid program for people with autism so that current limits on Medicaid won't cause some families to end therapy just as they are seeing results. A key therapy is Applied Behavior Analysis, which often involves offering the patient tiny rewards for certain behaviors. It's not cheap, costing $30,000 to $50,000 a year per person. But a Harvard School of Public Health study found savings of up to $3 million in lifetime therapy costs if the evidence-based therapies and early-intervention programs were covered by insurance.

Autism is a treatable condition that causes many to have learning, speech, social and behavior issues. There are an estimated 8,000 people with autism in Iowa, and the number is growing. The severity varies. The U.S. Centers for Disease Control and Prevention reports that nationally, one of every 88 children has some form of autism, up 78 percent in the past decade.

Private health insurance policies often won't pay for the services autistic children need. Coverage for so-called evidence-based therapies is provided in 31 states. "We are just asking for fair treatment," said Judith Ursitti of Autism Speaks, a national advocacy group, who attended Thursday's session. Alyson Beytien of Dubuque was more blunt. She and her husband have three children with autism, and all have been helped with Applied Behavior Analysis therapy.

It was clearly about bureaucratic rules that exist between institutes," Rastet-ter said. Harkin said a key factor in his decision not to donate his papers to ISU was what he interpreted as meddling in objective research on agricultural issues. "The truth will come out on this," the senator said, twice, without elaborating.

"It was something. I guess you would say I'm heartbroken about this. All this time I was in the House and Senate, and all the work I have done for Iowa State through all those years this is a very sad thing." Drake University President David Maxwell did not return a phone call requesting comment. A Drake spokesman, citing a lack of activity on the issue, re-released a December quote in which Maxwell said Drake "would of course be interested in starting a conversation about housing the collection on its campus" if the ISU agreement fell through. Drake board member HARKIN Continued from Page 1B Des Moines.

"No decision has been made," said Harkin, a Democrat, who is not seeking re-election in 2014. "I don't see anything imminent right now. I have a lot of other things to work on." Harkin, an ISU graduate, said he had ongoing worries about ISU's ability to do independent, objective agricultural research. "The last place you want orthodoxy is a university campus," he told reporters. Asked if he had broad concerns about ISU's reputation regarding objective agricultural research, the senator said: "It does concern me beyond my own institute." Regent Bruce Rastet-ter defended ISU Wednesday, saying the rules implemented by President Steven Leath to require the Harkin Institute to coordinate with other centers on campus were not designed to dictate research.

"This wasn't about in Partners in Baratta's restaurant on Thursday decided to pick up part of the tab for former patrons of Gino's restaurants, who were left holding useless gift and cards when two locations closed. LEE ROOD lrooddmreg.com Joe Gatto and Lisa Kruger said Baratta's would honor half the value of paper gift certificates from the Gino's location on Sixth Avenue in Des Moines and offer a 25 percent discount for people who had computer gift cards from the West Glen Gino's location in West Des Moines. The move from owners of one Des Moines mainstay on behalf of another came after a challenge in Wednesday's Reader's Watchdog column to help stranded customers of Gino's. "Joe and I were so sorry to hear about Gino's closing their establishments, and we would like to give back to the community," Kruger said. The 25 percent discount was offered for plastic gift cards because Baratta's has no way to verify the value.

The owners were unable to honor other promotional offers, such as Groupons, for Gino's. The discounts will last for three months at Baratta's primary location, 2320 S. Union St. Gino's West Glen restaurant closed last month, just weeks after the original location on Sixth Avenue in Des Moines shuttered. Iowa Attorney General Tom Miller, who was dining at Baratta's at lunchtime Thursday, said the stars were aligned for such a nice move by a local eatery.

"There's not really a very good consumer remedy" for those left in such circumstances, he said. West Glen site owner Diane Foggia said the business plans to file for bankruptcy. Those who had Groupon.com or Restaurant.com coupons should be able to get refunds, she said. February 9 10 Adventureland's Palace Theatre Bill Knapp said officials at that university "feel very badly that it's not going to Iowa State, because that's the place where it really should have went." But Knapp told The Des Moines Register that he believed Harkin's papers also would be a good fit with Drake's Agricultural Law Center, run by professor Neil Hamilton. Hamilton has "done so much for agriculture and been so involved in that area that it's just natural that Drake would want to have the papers there," Knapp said. "I think it'll put a focus on agriculture, and agriculture would be more a part of Drake's future in a lot of ways." Knapp said a Drake-housed institute would not be solely about agriculture but would encompass "just a whole range of issues that (the senator) is interested in." "I think if Harkin said he wanted his papers to go there, I think that Drake would embrace him," Knapp said. "It would be a red-letter day for Drake, and I'm sure they know that."
