They can stay in their old plan, if those providers agree to it. The board voted yesterday to allow a voluntary switch rather than mandatory because some employees say they don't want to change. Employees now can invest with Nationwide, Hartford or Aetna, but a new round of proposals indicated Aetna alone offered the most advantage, officials say. "I think it's a good idea," said B.R.

Hall, the firefighters union representative on the board. "But people don't want to be told what to do with their own money. From my perspective, I'm going to switch because it's a better deal."
