TEN THE HOLLAND, MICHIGAN, EVENING SENTINEL SATURDAY, MARCH 10, 1962 Predicts Tax Plan Will Pass I (UPI) Mayor Jerome P. Cavanagh said today he believes the Michigan legislature will approve his plan for a piggyback city-county income tax. The Detroit Common Council and the Wayne County Board of Supervisors Friday formally asked the kgislature to pass a law approving the income tax. The council voted 8-0 and the supervisors 47-33 in favor of Cavanagh's proposal for a piggyback 2 per cent Detroit and Wayne County tax. "I'm sure the legislature will vote the same way to enact the necessary legislation," Cavanagh said.

The mayor said he would seek a public hearing soon to have the proposal discussed by the House Taxation Committee in Lansing. The tax would yield an estimated S52 million for the county and S33 million for Detroit, money Cavanagh said is sorely needed because of the area's "serious fiscal problems." Battle Creek Company Files for Bankruptcy GRAND RAPIDS Distributors, of Battle Creek filed a petition for bankruptcy Friday with the U. S. District Court clerk. The corporation, which, upon petition of its board of directors, was dissolved by the Calhotin County Circuit Court Jan 5, listed William R.

Matheus and Lawrence A. Haycock as president and secretary-treasurer respectively. The bankruptcy petition listed debts of S28.587 and of S896. The rental discount house had' been business since Nov. 20, 1961.

Howard Knoll Upjohn Wins Court Ruling GRAND-RAPIDS (UPD--A U.S. District Court judge has refused to make the Upjohn Co. of Kalamazoo open its files to a competitor to help settle a priority battle still pending in the U.S. Patent Office. Judge Raymond W.

Starr said the Schering Corp. of Bloomfield, N.J., and scientist Arthur Nobile were not to be granted a motion that would have required four Upjohn employes to give testimony about their company's research activities. The suit grows out of interference actions filed in the U.S. Patent Offce over who should have the patent right to an anti- arthritic drug. Each claims to have discovered the drug, known as both Pred-Ni-Sone and Pred- Nis-0-Lone, first.

Judge Starr said in an opinion rendered'TYiday, "it is clear that to grant Nobile's present motion for relief would in effect open wide the door for any pharmaceutical manufacturing company involved in an interference proceeding in the patent office to search and ransack the documents, records, and files of its competitior for secret and confidential information relative to the work processes and tests conducted by its competitor for the production of drug compounds. "The burden is upon Nobile and Schering, assignee, to establish their claims and contentions in the interference proceedings in the patent office, and there is no burden or obligation on Upjohn and its employes to assist Nobile and Schering in establishing their claims and contentions in the patent office." The case, pending for several years, has been in the U.S. District Court here several times previously. A first motion by Schering to subpoena Upjohn executives and researchers for blanket questioning was denied, but later Starr did allow attorneys for the New Jersey company and Nobile, the scientist who assigned his discovery to Schering, to ask a series of several specific questions. I am going to quote more of it, for it is useful for you to read and to remember.

"Don't tie a dog to his kennel. If you must confine him, use a trolley-on-a-wire system. Don't accept the idea that some dogs (Boston terriers, bulldogs, etc.) should have their ears cropped. It is wholly unnecessary. Don't fail to give your dog a bone occasionally--a big bone on which he can exercise his teeth, gums and jaws, never a poultry bone or other small bones.

"Don't believe that meat in the diet makes a dog vicious. It does not. Dogs are carnivorous and their constitutions require meat. "Don't forget to put cotton in youi dog's ears before washing him. Don't forget to dry your dog thoroughly after a bath, and keep him on the move for awhile and out of draughts.

This is to keep him from catching cold. "Don't exercise puppies in places where they can pick up foreign substances such as marbles, nails, fishhooks, glass, etc." Most of the foregoing advice I have given you before from time to time. But it's worth reading. Dogs and Rheumatism Rheumatism is an affliction to which dogs as well as humans are subject. There are many efficacious treatments but I have found the following usually successful.

Rub the affected areas with a good liniment. Three times a day give the dog a pill made up of salicylate of quinine, which your druggist can compound for you. The amount of quinine in the pill depends on the size of the animal. Small dogs should have a half- grain pill and very large dogs two-grain pills. The average pill I would recommend should contain one grain of salicylate of quinine.

Diet is also important. Feed plenty of fish and tripe mixed with biscuits and milk. Cut down on the amount of red meat the animal has been receiving. Last and most important, place your pet in the care of a competent veterinarian. Neither Hot nor Cold Speaking of new-puppies, one of the most frequent questions is what to feed him.

We have covered this matter rather thoroughly, in the past, but a persistent question is whether or no one should heat the food. A dog's food should be tepid-neither too warm nor too cold. If you take food from the refrigerator, warm it up to take the chill from it. If you are heating your pup's food, be sure it has cooled to body temperature before allowing the dog to eat it.
