But the committee hearing was an important litmus test for the schools' budget The school board presented a balanced $390 million budget, as well as a request that it be allowed to take the system's "rainy day" fund balance below the 5 minimum required under council policy. That would restore $5.8 million of the roughly $31 million in cuts the board made in response to lower-than-expected revenues. Among the restored items would be 20 magnet school teachers, 26 high school teachers and 43 other teaching positions. That would leave the fund balance at about 3.5 of the overall budget The board received a generally sympathetic ear from committee members, who noted that a slump in tourism and flat state revenues have the school district facing a $31 million shortfall.

Councilman Stewart Clifton said the school board's request to use some of its savings was like a homeowner using money from a savings account to pay the electric bill. "It also strikes me that if your lights are about to be turned off, you might do that one time," he said. "So I think you made the right decision." There was some concern that dipping into the reserve would hurt the city's bond rating, making it more costly for the city to borrow money for future projects. Councilman Leo Waters asked for a detailed plan about how the school board plans to restore the fund balance. "I'd like to see something con crete about how we're going to deal with restoring that deficit before I can commit to having that drawn out," he said.

"I think that's just good business practice. I think it's good common sense, also." In response, Metro schools Director Bill Wise said he will recommend to the school board that the fund balance be restored within three years. Wise also provided committee members with a letter from Metro Law Director Jim Murphy saying that the board could dip into the fund balance because the revenue shortfall was classified as an emergency. Several other councilmen spoke in favor of the board's request to take the fund balance to 3.5, including Phil Ponder and Chris Fer-rell. "Obviously, dipping into the 5 fund is a concern to this council," Ferrell said.

"This has been an extraordinarily bad year in terms of tax collections due to a number of different factors, and I do think it is one of those times when it might be appropriate for us to dip into that balance." Dr. Gregg pas-tored at Lockeland Baptist Church for twelve years prior to accepting the position as Executive Director of the Tennessee Baptist Children's Homes.

After his retirement, he served as Pastor at West-wood Baptist Church. He served as a Trustee for Belmont University, Baptist Hospital and the Tennessee Urban League. Dr. Gregg is known across the state for conducting numerous revivals across the country and abroad. Dr.

Gregg served as General Chairman both times Dr. Billy Graham held crusades in Nashville. Pansy Archer Gregg preceded him in death after sixty one years of marriage. He is survived by his sons, BRODERICK, Thomas Jr. Age 86.

Passed away June 14, 1999. Mr. Broderick was a graduate of Father Ryan High School, class of 1930. He attended VMI and Vanderbilt Universities. He was a U.S.

Army veteran of WWII and retired vice-president of National Life and Accident Insurance Co. He is survived by his wife, Margaret M. Broderick; sons, Thomas J. Broderick, III, Nashville; Michael E. Broader-ick, Pitsburgh, PA, John R.
