Under the new law, banks and other credit card issuers will be able to mail credit ards only to fill a specific request from a consumer or to renew an already held card. The consumer's liability for use of a lost or stolen card will be limited to $50 if the company is given notice that card holder no longer has ihat card. This section of the law takes effect in 90 days. Another section of the law allows consumers to look at i credit information on them i he files of credit, reporting agencies. This section, which goes into effect in 180 days, provides that false information must be corrected after an investigation.

The new law also requires U.S. banks to keep extensive i records to allow investigators' to follow the flow of funds to foreign banks. It a Iso states that Americans must report any exports and imports more than $5,000 at any one time. The secret bank account section provides maximum fines of $1,000 and a year in prison, unless there are illegal transactions of over $100,000. In that case the fines could go as high as $500,000 with prison penalties up to five years.

The measure, which goes into effect in seven months, also would ban use of secret bank accounts to violate U.S. laws on borrowing, to buy stocks or to take over U.S. companies. Black Nationalist Stabbed to Death DETROIT (UPI)--Black nationalist Clarence Fuller, 27, acquitted earlier this year of charges in connection with the shooting of two policemen outside the Nesv Bethel Baptist Church in J969, was stabbed to death Monday night. Police said early today they had no leads in the search for Fuller's killer.

Fuller and Rafael Viera, 22, both members of the Black Nationalist Republic of New Africa, were acquitted June 10 of charges growing out of the fatal shooting of patrolman Micheal Czapski, 22, and the wounding of patrolman Richard Worobec, 28. Fuller had been charged with assault with intent to commit murder in the shooting of Wor- obec. Viera was charged with second degree murder in the death of Czapski. Police said they did not know when or where F'uller had been stabbed. Two Plead Guilty To Court Charge KENT, Ohio (UPI)--A special prosecutor who helped guide the grand jury investigation of the Kent Slate University disorders and a professor who witnessed the May 4 shootings on the campus have pleaded guilly to contempt of court for commenting on the jury's report.

Attorney Seabury H. Ford and geology professor Glenn Frank were cited for contempt of court Monday. Four more persons were arrested on indictments rendered by the grand jury. Seven of the 25 indicted persons are still sought. Ford and a were charged with contempt after they were quoted as discussing the grand jury report in a weekend newspaper.

Both were released on S500 recognizance I bonds. Timothy F. Leary and his Black Panther and yippy colleagues left today for Cairo after being told they were not wanted in Lebanon. Their welcome in Cairo was uncertain. Leary's colleagues said earlier the group hoped to go to Syria or Jordan "within the next few days" to express the Black Panthers' solidarity with Palestinian commando leaders. However, Leary, Black Panther Field Marshal Don Cox, New York Panther Chairman Martin Kennar and Jennifer Dphrn, a fund raiser for the Yippies and sister of Bernardine Dohrn, one of the FBI's most wanted persons in the United States, paid their $300 bill at the beachfront Hotel St.
