Green and Mary Walker. She was a former teacher with the Tate School in Bedford County. Survived by 2 daughters, Mrs. James E. (Carol) Dillon, Nashville, Mrs.

Metro officials did not learn until "a couple of months ago" through a letter from San Jacinto Police Chief Nathaniel Holmes that Cooper had recently been receiving two pensions for the same injury, Luther said. He said Cooper, when questioned about his employment, did not deny having another source of income. "He said it was temporary," Luther said.

"But he worked from September, 1994, to May, 1996, full time as a police officer." Luther said he will request copies of Cooper's employment history and tax returns to see if he has received any other income over the years. Cooper's Metro pension has been reduced to $22 a month, Luther said.B By CORW1N THOMAS Staff Writer James Cooper, a former Metro police officer, has been receiving a disability pension from Metro government for 14 years. He also has been receiving a pension from the San Jacinto, police department since earlier this year after starting work there in 1994 while continuing to draw the Metro pension, Jim Luther, executive secretary of the Metro Employee Benefit Board, said yesterday. Luther reported the double-dipping allegation yesterday to the Benefit Board. After reviewing the case, the board voted to forward it to the district attorney's office to determine whether a grand jury should review it Luther said Metro also may file suit against Cooper in at- tempts to recover any pension money that was improperly paid.

To continue receiving the disability payments, recipients are required to complete an annual questionnaire from the Benefit Board certifying that they are not receiving other income. Cooper regularly denied having other income even while he was a full-time police officer in San Jacinto, Luther said. Cooper, who joined the Metro force in 1964, was injured in a 1967 traffic accident and later filed for disability because of a back injury. The Benefit Board approved Cooper's disability payment in 1981 and he has received $897 a month since 1982, Luther said. However, Cooper completed new police training in 1993 and was Lawrenceburg, Tn.

He was a native of Davidson County, was Owner of Hooper and Brewer Associates, was a Member of First United Methodist Church, Board of Directors of SunTrust Bank, Member of Masonic Lodge, Shriner, 21st Century Council, Lawrence County Citizen of the year for 1988 and Eagle Scouts receiving Long Rifle and Silver Beaver Awards. Funeral services will be conducted 11 a.m., Tuesday at First United Methodist Church with Rev. James Sewell officiating. Burial will follow in Lawrence County Memorial Gardens. Monday, October 28, 1996. He played with the 1928 Championship Basketball Team at Greenbrier High School. He also played basketball and baseball while he attended the University of Tennessee. Mr. Phillips was also an athlete who played minor league baseball.

He operated a sporting goods store in Knoxville, TN. and later moved to Nashville and opened a retail grocery store. He was preceded in death by his wife, Frances McCallie and his parents, Ovela Savage and Hugh James Phillips Sr. He was a Member of the Hermitage Church of Christ. He is survived by several nieces, nephews and other relatives.
