The rebels and political opposition groups called a three-day strike to begin tomorrow, when President Mobutu Sese Seko and rebel leader Laurent Kabila are scheduled to meet aboard a South African ship off the coast of Congo. If the talks fail, the two sides simply may have to fight it out, said mediator Thabo Mbeki, South Africa's deputy president "If agreement is not reached, in reality, it opens the way to a military solution being the only thing on the cards," Mbeki told reporters in Capetown. Other signs indicated fear of an impending battle for Kinshasa: U.S. officials stepped up preparations for evacuating an estimated 300 American citizens from the city.
