THE NASHVILLE TENNESSEAN. Friday. October 10. 1969 40 proposal had been offered as Committee, Brooklyn Rep. a separate bill it would have Emanuel Celler, a been blocked in the house by strong exponent of gun control the chairman of the Judiciary legislation.

In the past, Kennedy had let others argue the case for gun control laws. This time, he led the debate, pacing the Senate floor and waving his arms. It was his most extended participation in Senate debate since his decision not to give up his seat following the Martha's Vineyard auto accident which darkened his political career. "ISN'T IT ironic," he said, "that once the shoe is on the other foot, once foe ball is in their court isn't it ironic to see all those procedures go by the board." This was in reference to his contention that the Senate was turning its back on its orderly procedures by voting on a proposal on which hearings had not been held. Bennett replied that if his Utah, waved a thick handful of petitions from Utah residents objecting to the requirement.

Kennedy, in supporting a move offered by Sen. Thomas Dodd. to kill Bennett's amendment, did not mention the slayings of his brothers, John F. Kennedy and Robert F. Kennedy.

Rather, he argued in the procedural terms the Senate understands best that Bennett's amendment was inappropriate for a tax bill, that Dood's juvenile delinquency subcommittee should first hold hearings, that the Senate should not undo what it had done only 10 months pervious- ly. LATER, THE tax bill, with the ammunition amendment, passed on a voice vote. At one point, Kennedy asked of Bennett: "Why don't they (opponents of the gun club) WASHINGTON (UPI )-De-spite the emotional oratory of Sen. Edward M. Kennedy, the brother of two assassination victims, the Senate voted 65 to 19 yesterday to exempt some ammunition sales from the 1968 Gun Control Act.

Speed Limit 50 on New 1-65 Section A 50-mph speed limit will be imposed on a new section of Interstate 65 from Dickerson Road north of Nashville to Millersville at U.S. 31-W when it is opened at noon today.

State Highway Commissioner Charles Speight said the limitation was necessary because construction of permanent traffic signs and highway lighting has not been completed. SPEIGHT SAID temporary signs would be used until early December when permanent signs are expected to be finished. Standard interstate speed zoning will be posted then. H. D.

Long, chief engineer of the highway department, accused motorists of the Madison and Goodlettsville areas of hampering the completion of work on the interstate, noting that drivers have been using the route even though the highway has not been opened. The completion or this $12.3 million portion of the highway gives Tennessee 688 miles of interstate highway open to traffic, leaving 350 miles yet to be completed. Of the 350 unfinished miles Speight noted that 140 are now under construction, while 130 are being designed. SPEIGHT URGED cooperation of motorists using the new route, and promised that the expressway will be outfitted for maximum use as soon as possible. The highway department also said a public hearing to discuss the proposed construction of a $l-million bridge on Thompson Lane over Nolensville Road will be at 9 a.m.

Monday. The hearing will be in the Council Chambers of the Metropolitan Courthouse according to H. K. Buckner department attorney. DISCUSSIONS WILL include implications entailed in the project such as environmental, economic, and social aspects as well as the nagging aggravations of relocation.

Buckner said the public will be advised of the state assistance available to those affected by the construction. Right of way acquisition will begin this spring and construction bids will be let in the winter. Time will be allotted for those citizens who wish to speak at the hearing. Information about the project can be obtained before Monday from the Third Region Office at 2200 Charlotte or D. M.
