But last night he sent a message to the South Side, where the Chicago White Sox are headquartered. The Nashville Sounds, the White Sox's top farm team, were the messengers. Dabney, a one-time Sounds reliever and White Sox minor leaguer, notched his second win in as many nights against Nashville as the Cubs fashioned a 7-6 win vs.

before 6,212 Greer Stadium fans. The win, Dabney's fourth against three losses, was also his third to come at the expense of the Sounds, for whom he played in 1993. That season he was a sub-par 2-5 with a 4.86 ERA. "I guess I was more upset with the White Sox last year," said Dabney, who pitched three scoreless innings last night. "At the end of the 1993 season, they protected me on the Double-A Birmingham roster.

The White Sox had changed my arm angle during the previous winter, and that's a big change. I tried to be successful on the highest level of the minor leagues, and I kind of felt like they gave up on me too quickly." Following the 1992 season, Dabney, now 27, was sent to Australia for winter ball, where he learned a submarine delivery. It was an experiment that, in reality, failed badly. Cleveland selected him at the 1993 winter meetings in the Rule 5 draft, which allows players to switch teams if they go to a higher level. He hurled last year at AkronCanton, and then signed with the Cubs as a free agent over the winter.

"A quarter of the way through last season, I started throwing back more overhand. I felt more comfortble with that. I started getting my changeup to work. It never came around when I was throwing down under," Dabney said. "It worked against lefties, but righties would give me trouble.

I was more of a middle guy when I was with Nashville, maybe being brought in to get a left-handed batter and a few righties. I struggled. But now I feel like I can throw three pitches for strikes and get batters from either side of the plate." Dabney happened to be in the right place at the right time last night He entered the game in the fifth, got the only batter he faced, and then saw the Cubs jump on top 7-6 in the top of the sixth when Brooks Kieschnick hit a towering two-run homer that cleared the right-field bleachers. That blast, his second in as many games and his 11 of the season, made a loser of Sounds reliever Dane Johnson (1-4). It was the only time in the game that Nashville, which has now lost three in a row, trailed the Cubs, who have nine straight road wins.

A cap would be placed on rookie salaries based on the average salaries received by the picks at each position over the previous seven years, with allowance for a 20 raise. Rookie salaries would be limited to three years, after which a player would become an unrestricted free agent. After the first three years of the agreement, the college draft would be reduced from two rounds to one. The salary cap, which would rise from $15 million to around $24 million, would be tightened by a luxury tax, triggered if the share of league revenues devoted to salaries exceeds 63. Individual contracts signed for raises in excess of 10 would be subject to the tax, which would be 50 starting In the 1996-97 season and 100 for the remainder of the deal.
