Visitation after 6 p.m. Wednesday. Man, 25, who abused 2 girls gets probation By HUNT HELM Staff Writer A Louisville man has been given a 10-year suspended sentence and put on probation for five years for sexually abusing two preschool girls at a day-care center where he was a teacher's aide. William Anthony Goatley, 25, of the. 4800 block of Saddlebrook Drive, was ordered to serve six months in the Community Corrections Center work-release program and to obtain counseling.

He has been barred from further employment that would bring him into contact with cHildren. The crimes occurred at the Wesley Community House Day Care Center, 803 E. Washington in January and February 1987. Separate indictments in March and September 1987 charged Goat-ley with sodomy against two 3-year-old girls. The allegations were that Goatley followed one girl into a bathroom, pulled down her pants and performed oral sodomy on her; and that Goatley took another girl into a playhouse at the center and had her perform oral sodomy on him.

The jury in Goatley's first trial was unable to reach a verdict on May. 8, 1988, and the case was rescheduled." But just before the second case was to be tried on Aug. 11, Goatley entered a plea agreement in both cases, pleading guilty to lesser charges of sexual abuse. Assistant Commonwealth's Attorney 'Ruthanne Whitt amended the charges to avoid the trauma of trial for the victims, according to court records. Goatley entered an Alford plea, in which a defendant denies that he committed the crime but admits, that the state has enough evidence, to convict him.

An Alford plea is, in effect, the same as a guilty plea. The day-care center is part of the Wesley Community House, a nonprofit neighborhood community center that also has programs for teenagers and senior citizens. Its funding comes from the Metro United Way and the United Methodist Church. Goatley's crimes came to light on FebJ 13, 1987, when the victims' parents made the allegations to Flora Clipper, the center's director at the time. Brad Hughes, a spokesman for the state Cabinet for Human Resources, said that on the same day, Goatley was fired and the cabinet was notified of the allegations.

State inspectors conducted interviews at the center, Hughes said, and concluded that "the facility was not at fault, and that it acted properly and expeditiously" as soon as the allegations were made. In August, according to the case file, Clipper wrote Jefferson Circuit Judge Michael O'Connell to urge that Goatley serve time in jail and not be given work-release status, which allows him to drive his own car to and from work every day while spending nights and weekends at the corrections center. Similar letters were written by friends and colleagues of the mother of one of the victims. Whitt, the prosecutor, said she argued against Goatley's assignment to work-release status. However, O'Connell said yesterday he took into consideration the fact' that Goatley had no prior convictions, that one jury already had been unable to reach a verdict, and that trying the cases would mean more trauma for the victims.
