ERE is something so obvious to every motorist that we cannot understand why it is not given attention by officials-Miiunicipal, county and state: Prompt repair work on paved streets and improved highways would not only insure good traffic conditions at all times, but would effect a great saving of money. On a country highway, for example, a small break develops in the tar surface of a stone road. Finally, after it has become almost impassable, the road is resurfaced at a big expense.

So, too, in the city, innumerable "b'umps" and, holes are developing. Some of the asphalt-paved streets are in fine condition, but where macadam streets there are deep depressions that are likely to bounce the unsuspecting motorist to the top of his machine. And every motor car or truck passing over these depressions deepens and widens them. It would not require a great amount of stone and I var, or a great amount of labor, to repair these bad spots. A patrol crew, with a light truck carrying crushed stone, tar filler and a roller, and some sand to be sprinkled on the fresh tar, could repair numerous i bad spots in a day.

A crew of two men, such equipment, ought to be able to keep all city streets in good shape, filling all depressions and repairing all breaks, a work that would add many years of life to paved and macadamized streets and roads. Much of his speech, including his enthusiastic praise of the work accomplished by American schools and other American agencies, could, in fact, be employed as an argument in favor of continuing American tutelage a while longer. Whether this should or should not be done is one of the only two questions really open to argument, for ultimate Filipino independence was promised by our government from the beginning. Has the time arrived, as Senor Malencia contends, or should there be further delay? The other question open to argument is whether our own interests dictate withdrawal from the Philippines in order to stop expense for which there is practically no return, and in order to escape France may still be menaced by Germany, but in many ways she is making decided gains. She now has the prospect of a wheat crop exceeding even the most optimistic forecasts, and increased numbers of foreign tourists are spending money, thus helping to relieve the exchange crisis.
