24, 1991 THE TENNESSEAN entrance City, bank hope CSX will chip in By JOHN DEMPSEY State Writer BRENTWOOD City Manager Michael Walker and First Tennessee Bank's chief negotiator have agreed to build a second roadway into the almost-empty Oakhall subdivision. But they can't agree on who may end up paying for it. Walker said the city agreed to pay of the estimated $169,000 cost to build an emergency access road from Oakhall to nearby Crock- Grand jury By TAMMIE SMITH Staff Writer A federal grand jury may hear witnesses this week in a probe of businessman John Crowder's dealings with the Metro Government. The jury convenes today. Crowder is owner of Mastercraftsman a company with a Metro contract to do emergency repairs at Metro buildings.

Federal agents raided Crowder's set for ett Road. First Tennessee, which foreclosed on Oakhall's $4 million mortgage earlier this month, agreed to pay the remaining two-thirds, hoping CSX Transportation Corp. would chip in half of that, Walker said. "We'll assist in getting the railroad's help," Walker said Monday. "The bank is responsible for the rest of the project." Oakhall's three homeowners complain CSX trains routinely block the subdivision's Wilson Pike entrance by parking on a siding CSX officials said the railroad has used regularly since 1917.

Nashville lawyer Richard Gos- may hear Boner offices in January at 207 Donelson Pike and seized records that were placed under court seal. A few weeks later, agents obtained copies from Metro purchasing officials of Crowder's contract with Metro and copies of purchase orders. Metro officials at the time said Metro had paid Crowder's company about $1.7 million for work done during the previous 18 months. Crowder was appointed by Mayor State official says roadway right of way may be costly By JOHN DEMPSEY State Writer BRENTWOOD A state official has confirmed a former City Commission candidate's charge that the city may have to buy expensive land for a proposed Moores Lane road-widening project. Tom Bain, a businessman and president of the Brentwood Chamber of Commerce, said during his unsuccessful fall campaign that the city lacked sufficient rights of way for the $4 million project.

Buying additional land along rapidly developing Moores Lane to qualify for matching state money could cost the city "hundreds of thousands of dollars," he said. City Manager Michael Walker and Jody Baltz, the assistant to the city manager, denied Bain's allegation last fall, but backed away from those remarks this week. The road-widening plan drawn up and submitted by Brentwood officials would require the city to buy "considerable" rights of way along Moores Lane before the city would be eligible for matching state construction money, said Gwen Hopkins, a spokeswoman for the Ten- nessee Department of Transportation. A second four-lane alternative using the state's standard median would require "some additional right of way" on the south side of the existing two-lane city street, she said. A five-lane roadway would fit into the existing Brentwood easement between Mallory Lane and Franklin Road, she said.

A highway overpass across CSX railroad tracks is included in all three options, which will be released in about a month, Hopkins said. Bain said Monday the city's calculations "just didn't add up" when compared with state and federal specifications. In addition, the widened roadway would infringe on adjacent businesses, he said. "You can't build up to somebody's front door without giving them some compensation," Bain said. Walker said Oct.

27 that he did not want to offend the "next city commissioner" days before the Nov. 6 election, but that the city's plan met state requirements. Woman sues ex-boss for harassment A woman, 20, has filed a sexual harassment suit against her former boss, an electric supply company executive, who pleaded guilty last month to a criminal charge of assaulting her. Angela P. McQuiddy said in a lawsuit filed in Circuit Court on Monday that William H.

Ragan, 65, president of Electric Suppliers harassed her "by improper sexual comments and touching" when she worked for the company last spring. She said she quit her job after Ragan "came up behind" her and caressed her on April 23 and 24, 1990. She said she then swore out a crimi- Orville White Jr. rites scheduled Services for Orville White 74, of 1318 General George Patton Road in Bellevue, a onetime appliance store owner and former real estate agent, will be at 1:30 p.m. tomorrow at Calvary United Methodist Church.

Survivors include his wife, June Rash White; two sons, Orville White III, Memphis, and Thomas Bryson White, San Clemente, and a brother, Edward Dillard White, Tullahoma. The family requests that memorial, donations be made to Calvary United Methodist Church or the American Heart Association. Oakhall Death Notices Oakhall sett, who negotiated with Walker on behalf of the bank, said First Tennessee only agreed to pay of the road's cost.

He said he was told an anxious CSX, stung by bad publicity, would be receptive to paying a share. "I understand that they've been under a lot of pressure from the city and homeowners out there," Gossett said. Gossett said the bank had not agreed to pay two-thirds of the cost. "They understand the city's involvement is limited to one third," Walker said yesterday. "They clearly want CSX to pay." pal's case Bill Boner to the Nashville Electric Power Board last July, and two months later Crowder bought a lakefront cabin from Boner.

Crowder had also done personal jobs for Boner and other Metro officials, which Crowder said was paid for with their personal money. It was speculated that the federal probe was looking at whether Crowder received government work because of personal friendships. 242-NEWS TO SUBSCRIBE CALL funeral homes.
