Tramel, who has served as the only Warren County coordinator for the UCHRA since the satellite office was created here in 1987, was placed on administrative leave with pay earlier this month after agency officials in Cookeville received anonymous complaints from present and former employees. Reports in the Cookeville Herald- UHIHLJ- Citizen said some of those charges related to questionable use of public money by the Warren County office, including the hiring of a fortune teller to divine the future of some UCHRA employees and other people. "We're still going to interview some more people," Mitchell said yesterday. He said his committee probably would not meet a Tuesday deadline for finishing its report to the full board. "We want to get this thing settled as soon as possible," he said. Lee Webb, a supervisory official at the agency's Cookeville headquarters, said Tramel had not been presented with formal charges of misconduct "As far as we were concerned, as we were going into the hearings all we had were anonymous letters" complaining about Tramel's administration, Webb said. Circuit Judge Cornelia Clark ruled Tuesday that Harris did not name the county school system in the initial lawsuit filed within the required year after the 1987 incident "It is clear in this case that the defendants neither owned or controlled highway 31A," Clark also wrote.

"Neither is there any proof that either defendant owned or controlled the traffic control devices that were in place on Sept. 11, 1987." "If Jason Harris had lived anywhere other than directly across from a school not the one he was attending and had to cross a roadway to board his bus, no reasonable argument could be made that any act of the board or county contributed to the accident or his ultimate death," Clark wrote. 702 Elm Lafayette, a homemaker, died yesterday in Macon County General Hospital.
