Shepherd initially was set to stand trial for both slayings in 1978, but he escaped from the Bradley County Jail in July of that year and remained at large until November 1988, when he was recaptured in Canada. After fighting extradition for more than a year, he was returned to the United States in January 1 990. But defense attorney Charles Corn questioned whether the boys were gone long enough for Shepherd to do what he is accused of doing. Shepherd told the boys that Woodson had run 1 away, Corn said. Corn also said it would have been illogical for -Shepherd to bury Woodson's body in front of his parents' home when Tellico Plains was surrounded by forests. "It is our contention that the only thing that the state will be able to prove is that somebody is guilty of the illegal burial of the body," Corn said.

"Even after all these years, they will not be able to tell you how Roxanne Woodson died." "If you count the attractions that are here and the scenery and historic landmarks that attract people from all over the world, we're creating a visitor's paradise," McDonald said. Local drivers will benefit from a brochure that includes a fold-out map and details about the significance of each attraction, McDonald said. "If anybody takes this 84-mile tour and even gets out of their car to take a cursory look at what we have here, they will spend another night instead of passing through our city en route to Atlanta or Nashville," said Jack McDonald, chairman of Venture's driving tour committee.

Venture has mapped out the driving loop, which was inspired by other cities' tours. San Francisco's "49-mile-drive" has helped that West Coast city keep tourism its biggest industry, McDonald said.
