Milliken has signed legislation into law that state officials say is "desperately needed" to regulate trail bikes, dune buggies and other off-road vehicles (ORVs). "This bill, one of several environmental priorities this year, will help Michigan protect its valuable natural resources and, at the same time, establish procedures authorizing the use of ORVs in certain areas," Milliken said Tuesday. Milliken last year vetoed a measure aimed at regulating the vehicles because it did not provide adequate safeguards against environmental damage.

The new law was billed as a compromise between environmentalists and the motorcycle industry. "This bill should accomplish those goals not addressed by an earlier one and assures that private owners throughout the state will be protected from unwelcome in trusions by ORVs," Milliken said. The Department of Natural government to pass ordinances regulating ORV operation within their boundaries, --Prohibits the operation of ORVs on private property without permission and makes operator liable for damage to trees or other vegetation and --Requires manufacturers to affix a vehicle identification number to ORVs beginning Jan. 1 to help identify irresponsible operators. Resources determine will draft rules to which trails and roads will be open to ORV use on state lands other than state game areas, parks or recreation areas.

The law requires ORV owners to register after May 1, 1976 with the secretary of state and pay a $9 fee for a three-year licensing period. The fees will be used to construct and maintain special trails for the vehicles. The DNR also will be required to develop a comprehensive plan within 18 months for the management of ORV use in state owned areas, forest roads and trails maintained by the state. Warren Shapton, DNR chief of operations, said in a report earlier this year ORVs were causing widespread damage to vegetation and resulting in "user conflicts" between campers, wilderness enthusiasts and ORV operators.
