PACf TWO THE HOLLAND, MICHIGAN, EVENING SENTINEL SATURDAY, DECEMBER 18,1954 France, Embroiled In Dispute, Skips Last NATO Meet Stakes His Regime On Confidence Vote Scheduled Monday PARIS (UP)--Premier Pierre Mendes France missed the final session of the NATO ministers today because of a flaring political revolt in the National Assembly that could unseat him and wreck the Western plans for defense. Mendes France, his position weakened by a severe attack In the assembly Friday, asked for a formal vote of confidence Monday in a move that could seal his political fate and that of the Western European Union. Mendes France was up until 4 a.m. battling the assembly revolt and aides reported him a "little tu-ed" too weary to attend the NATO session as the ministers put their final stamp of approval on momentous plans for the atomic defense of Europe. Mendes France sent Defense Minister Emanuel Temple to sit in for him at the final NATO Council meeting attended by Secretary of State John Foster Dulles and British Foreign Secretary A Eden.

Mendes France asked the confidence vote on passage ol the budget for the Associated States of Indochina- If he loses he must resign. If he wins he still will have difficulty forcing passage of the bills to ratify the Paris accords The setback came when the assembly rejected his Indochina budget by a vote of 301 to 291. Mendes- France left the crucial and hurriedly substituted a new budget. He then won a 295 to 293 victory on a procedural question--whether to reverse the Financial Committee and take up the substitute measure. The margin of only two votes was disquieting to the Western al lies who were following the French political situation closely.

WASHINGTON (UP) President Eisenhower, in ceremonies marking the beginning of the capital's holiday festivities to the Prince of Peace, Friday told the world in a Christmas message the United States "speaks for peace" and "speaks from strength." The Pressident spoke in a park south of the White House where he lighted a 67-foot-high Christinas tree which will be the center of Washington's "Pageant for Peace." "She speaks for peace based upon decency and human rights," the President said. "But let no man think that we want peace at nny price; that we shall forsake principle in reigned tolerance of obvious evil; that we may pawn our honor for transitory concession.

"Amercia speaks from strength -strength in good allies, in arms, in readiness, in ever-increasiirg productivity, in the broader shar- irs of the abundant fruits of our economy, in our unchanging devotion to liberty and huma The President said that this year "mankind's unquenchable hope for peace burns brighter than for many years" but still is dim- medly the threat of Communist aggression. "Oppression, privation, cruel suffering of body and mind imposed by inhuman masters of helpless victims--these scourges still wound the daily living of mankind," he said. Mr. Eisenhower then addressed himself to America's allies, to the so-called neutralist nations and to "those who stand against us." He called on the allies to join this nation in enlarging "the design of our partnership so that who marched together in evil days when war and fear of war darkened the earth, shall enjoy together in days of light the rich rewards of a secure and stable era." To the neutrialist nations, he said that while today's world crisis casts "grave doubt. the validity of the neutralist argument," this country still will respect the right of such nations to make their own decisions.

"Because they hate aggression and condemn wars for conquest, even as we, there is provided a strong foundation upon which we can proceed to build mutual understanding and sympathy." "To those who stand against us," the President promised, we will continue to follow "the hard way of patient, tireless search in every avenue that may lead to their better understanding of bur peaceful purposes."
