C2 fridjy OCTOBER 9.1992' TtNNttAW DRAPER, Mary Frances- 1. 3 HV; I -miim- Disposal funds await tough calls Bv SAMANTHA MOORE Staff Writer MURFREESBORO Rutherford County commissioners have three tough decisions to make before solid waste disposal here can be paid for by the people who use the service, one county leader said last night County commissioners will have to decide what to charge for waste disposal, how to collect the fee and who is going to pay, Commissioner Nancy Allen told members of the commission's Budget Committee. State law requires that by July 1993 solid waste disposal be removed from the county's general fund budget and placed in an enterprise fund. Budget Committee members took no action but began discussing the issue last night The matter is raising new questions about paying for garbage disposal and is probably going to hit taxpayers right in the pocketbook, commissioners said. "It's going to be more expensive any way you look at it" said Budget Committee Chairman Bob Bullen.

"It's going to be a rude awakening for some." "The law was designed, I believe, to educate the public about the high cost of solid waste disposal. The cost for solid waste goes beyond the costoflandfilling." "The only thing that is mandated that absolutely 100 has to be over there Is the landfill," said County Finance Director Randall Matlock. "But I think you're saying you want to put everything over there." Matlock said state officials are working with local directors of finance to develop a list of options for establishing enterprise funds. "The accounting side, that's the least of our worries," Matlock said. "These other areas the commissioner raised, that's where the concerns are." Enterprise funds are set up so that services are paid for by the users.

The Jeep hit a slick spot on the highway near a construction site. Bramlett was dead on the scene and Connelly was listed in critical condition at a Tupelo hospital last night "He was a senator on campus and an ambassador on campus," Goodman said.

"And he was a Christian. That was evident in his life, also."
