The violations listed in the state fire marshal's final report on the fire at the John Sevier Retirement Center are based on a 1976 code. The building was renovated in 1977 for use as housing for the elderly. The report also urges prohibiting elderly or handicapped people from being housed in buildings, particularly multi-story buildings, that have no sprinkler system.
