ABC News to cut 100 jobs War in middle of recession creates need to scale back BIZARRE ITEMS CBS News Correspondent Robert Krulwich rides a New York City cab with the wise-cracking, seen-it-all New York cabbie on 48 Hours at 9 p.m. today on WTVF-Channel 5. ABC launches 'World News Overnight NEW YORK ABC will begin a predawn news service, World News Overnight, (or its affiliates Jan. 6, officials announced yesterday. The chief rivals will be 24-hour CNN; a similar operation NBC hopes to start before the end of this year and CBS' Nlghtwatch.

Local affiliate WKRN-Channel 2 will pick up at least two hours of the overnight news service, coupling It with the CNN's Headline News they currently broadcast. "This is something that the affiliates have wanted so we are delighted," said Deb McDermott, vice president and general manager of WKRN. "Talk started last year about getting the network to provide an overnight news service." ABC's Overnight, to be based In Washington, will broacast from 1 a.m. to 6 a.m. weekdays and provide half-hour segments with a mix of live and taped news, and reports on sports, weather and arts.

The service will have anchors who will be named later and employ more than 30 people, some from among more than 90 people ABC News Is laying off in other jobs. Pat Roddy, executive producer of ABC's World News This Morning, will be In charge of the show. Associated Press and Staff Reports By BARRY LAYNE The Hollywood Reporter NEW YORK The news budget ax has fallen at top-rated ABC News, where as many as 100 jobs will be sliced and at least four bureaus will suffer severe cutbacks with two on line to be eliminated. The ABC Job reductions come after rounds of pink-slipping at both NBC and CBS, where staff cuts were attributed to the changing structure of network television, the recession and the cost of covering the Persian Gulf War In real dollars and lost advertising Inventory that came with extensive broadcast time. CBS recently endured a 100-posi-tion cutback that crossed virtually every area of the news division.

At the same time, NBC closed its Frankfurt, Germany, operation while reducing staff in a host of bureaus, including extensive cuts In London, Boston and Pittsburgh. Several ABC News insiders, speaking on condition of anonymity, said the staff slicing was the result of several factors chief among them "the double whammy of a war In the middle of a recession" Including a newfound understanding that the news business Is still a business. "While the war costs were high, no question, they were not the be-all and end-all of reasons," one manager said. "After they (CBS and NBC) made their cuts, this appeared to be an OK time." "Don't forget, we're still on top In the ratings, and as long as we stay there, they (executives) will have an answer for any questions about the cuts," another Insider said. "The other guys (CBS, NBC) don't have that luxury." Said a third source, "We are also still profitable.

This dollars-and-cents decision is an acknowledgment that as the Industry changes, obviously you respond to it." While the cutbacks will cross all divisional boundaries and virtually all major bureaus, the executives said the hardest-hit areas will be outside of the biggest news opera- Hall hosts L.A.'s MTV music awards gramming vice president Doug Her-zog said, "MTV remains committed to Los Angeles. "LA. has been a great home for the MTV Video Music Awards. MTV will carry the 2-hour-plus awards show, and parent company Viacom will syndicate it both nationally and internationally. ABC holds an 80 equity Interest In that international news service, and has been stepping up Its use of the operation's far-flung resources. On the domestic front, closing the St. Louts bureau and reducing the Miami office "will not represent fundamental changes" In how ABC gathers news, an executive said. "St Louis may be our Middle America hub, but we still have Chicago and Dallas and Denver and a solid local affiliate," a source said. "There's not too much we'll miss on a day-to-day basis out of there." Of the dozen staffers in St Louis, more than half will lose their jobs entirely, an insider said, with the balance offered other spots with the network.

In Miami, however, the budget cuts will force ABC News to change. "The biggest thing to remember Is we turn to Miami for a lot of Central American and Caribbean news," a source said. "That will probably not change much. Domestic will be scaled back a great deal." One other ABC News division that may be facing the guillotine Is the special events operation, sources said, a 10-member unit assigned to jump on major stories. 'Women' lands its first No.

1 rating ters was No. 6, followed by NBCs reality series, Unsolved Mysteries. In eighth place was ABC's Sunday night made-for-televlslon movie, The Town Bully. 2020, ABCs newsmagazine starring Barbara Walters and Hugh Downs, tied for ninth place with the network's Full House comedy series starring Bob Saget and John Stamos. The network news contest was won again by ABC and Peter Jennings, this time with an 8.6 average rating.

CBS and Dan Rather were second with 7.2 and NBC and Tom Brokaw were third with 6.7. By DEBORAH HASTINGS Associated Press LOS ANGELES A rerun of CBS' Designing Women was the No. 1 show on television last week for the first time In the series five-year history. The top ranking helped push CBS into a tie with NBC for first place in the overall standings. According to figures released Tuesday by the A.C Nielsen CBS and NBC scored an 8.1 average rating, followed by ABC with 7.5.

Each ratings point represents 931,000 homes. CBS also received its highest marks yet for Northern Exposure, the quirky, hour-long drama series from the creators of St. Elsewhere that details life in a tiny Alaskan community. Northern Exposure was the No. 3 series last week.

In second place was the CBS weekly newsmagazine 60 Minutes. NBCs TV series spinoff of the Os-car-wlnnlng film. In the Heat of the Night, was fourth. CBS Murphy Brown, starring Candice Bergen as a no-nonsense television reporter, was No. 5.
