Reg. $50-5275, SALE 37.50-208.25. Value-priced .99 Coats NOT included. By MIKE HUGHES Gannett News Service Hallie Todd grew up amid the swirl of show-business talk.

"I remember my dad saying, 'I've hired this 23-year-old director. Do I know what I'm He did. Steven Spielberg was fine; Duel became a TV-movie classic. There was more such talk, from both sides of the family. Her dad is George Eckstein, a top producer and writer, her mom is Ann Guilbert, best known as the neighbor on The Dick Van Dyke Show.

And now comes a quirk: Mother and daughter both star in new comedies this fall. Guilbert plays the matriarch of The FaneUi Boys, at 8 p.m. tonight on WSMV-Channel 4. She gets the spotlight his week, in a sickbed episode that flashes back to key moments with her sons. That provides a solid return for someone whose last recurring role (The New Andy Griffith Show) ended 18 years ago.

"My mother, for the last 10 years, has been doing repertory theater I'm jiist thrilled for her," Todd says. Meanwhile, Todd stars in Going Places, at 8:30 p.m. Friday on WKRN-Channel2. Those fates are mixed: Guilbert is in one of the year's best new comedies, off to a slow start in the ratings. Todd is in one of the worst, off to a comfortable start But don't worry about Todd.

She has a backup job, playing what she calls "sort of secretary-sidekick" on the seven Murder, She Wrote episodes that star Keith Mitchell; she also has impressive talent To envision Hallie Todd, just remember Dinah Manoff of Empty Nest. The basics are the same cute exterior and quick comic touch, masking an intense mind. "I've always felt split down the middle, actually," Todd says of the war between comedy and drama. Yes, her mother has done much of her work on the light side, ever since studying theater at Stanford and joining the Billy Barnes Revue. But her father, George Eckstein, has produced such serious TV films as Masada and the Joe McCarthy tale Tailgunner Joe; he even wrote the famed finale of The Fugitive.

This was serious stuff and Hallie Todd grants she might be a geographical misfit: She has a New York soul, but she has spent her entire life in the California sunshine. A recent play let her visit the extreme. "I played a glue-sniffing prostitute She was very high-strung, passionate, intense. It gave me a chance to capture that side." But she can also deliver punch lines. She started by playing a teenager on the cable comedy Brothers, attracting the attention of comedy bosses Thomas Miller and Bob Boy-ett Twice last season, they cast her in a continuing role of a girlfriend first in Full House, then in Ho-gan Family.

Both times, the network overruled them. "We liked her so much and we knew her acting, we knew her work, that we even tried it twice," Boyett says. "But we were rejected by the network and went with, you know, a tall, blonde person." For Going Places, there would be no rejection. Heather Locklear was set as the tall, blonde person; Hallie Todd provides a perfect counterpoint The two offer an intriguing contrast Locklear is the consummate California blonde; Todd, no matter where she grew up, is the consummate Easterner. People like Todd; they fantasize Locklear.

But Hallie Todd goes out of her -way to praise her colleague. "I feel very open to her. She's so sweet" That shows the size of Hallie Todd's world. Somehow, it goes from Tailgunner Joe to Heather Locklear, from glue-sniffing hookers to cute little sidekicks.
