FridayJANUARY 23. 9g7 Man charged with running gaming house Wreck kills Springfield farmer Springfield resident Ricky Lynn Balthrop ran an illegal gambling operation from his home from September to November of 1985 that included betting on football games, a federal grand jury charged in an indictment Balthrop is also charged with failing to obtain a federally required gambling stamp from the Internal Revenue Service and with failure to file income taxes. The indictment issued Wednesday in Nashville, follows a Nov. 9, 1985, raid on Balthrop's home by Internal Revenue Service agents acting on information received through the probe of Nashville gambling figure Jerry Poole. Balthrop could not be reached for comment about the charges yesterday.

He had sought to have the search warrant used in the raid on his home supressed by a federal judge. Balthrop claimed the IRS failed to have the action approved by IRS lawyers. However, U.S. District Judge John T. Nixon ruled earlier this month that Balthrop's rights were not violated by the search.

White County takes a new step toward 'going metro RIDGETOP, Tena A Springfield farmer was killed here yesterday morning when a cement mixer truck that swerved to miss another vehicle overturned on top of the man's pickup truck, officials said. Ralph Lipscomb, 39, was pronounced dead at the scene of the accident that occurred at about 8:40 am yesterday on VS. 41 north, said trooper Scott Perkins, of the state Highway Patrol Driver Robert Bush, of Hender-sonville, driver of the truck, was not injured, Perkins said. Sparta-White County would be only the second metropolitan government in Tennessee, after Nashville-Davidson County, and the least populous area in the nation to consolidate its government "This is just another way to help us get our act together and that's the bottom line," said Bill Johnson, spokesman for the Consolidated Government Study Committee. Johnson is a local banker and a University of Tennessee trustee.

UTs Institute of Public Service, which has directed the committee, is using White County as a "model for other counties in the state," said Johnson. He said the institute foresees a metro form of government for many small counties by the 1990s. The County Commission would have to allocate $35,000 to the charter committee, as required by state statute, according to Johnson. Authorities here said yesterday they suspect foul play in the November disappearance of a Cheatham County nurse's aide, who co-workers say rarely missed a day of work. Friends, neighbors and co-workers of Judith Ehmke, a resident of the Pond Creek community off River Road, said they are baffled as to why the mother of three has not been seen since she left work at the Cheatham County Nursing Home here the morning of Nov. 25. Also baffled is Cheatham County Sheriff Dorris Weakley, who said he would file a missing persons report on Ehmke today. The investigation into Ehmke's dis-sapearance began "pretty quickly" after the department was contacted by concerned friends, Weakley said.
