By JERRY BUCK AP Television Writer LOS ANGELES (AP) NBC, led by "The A-Team," grabbed eight places in the Top 10 and tied ABC for first place in the Nielsen television ratings for the week ended June 3. It was the first time NBC had been in first place since the week ended Feb. 12, during the first week of the Winter Olympics.

ABC and CBS had tied for first place twice recently, once in March and once in April. Last week ABC was first, CBS second and NBC third. NBC and ABC tied in the A.C. Nielsen Co. survey with a network average of 13.4.

CBS was had 11.5. The networks say this means that in an average prime-time minute 13.4 of the TV homes were tuned to NBC fc and ABC. NBC'S REGULAR series took eight places in the Top 10 and ABC took two places. CBS' highest-rated show was "60 Minutes" in a tie for 12th place. The last time CBS was shut out of the Top 10 was the week ended May 30, 1982.

"The A-Team" was first, but a surprising finisher in second place was NBC's "Double Trouble." Last week the comedy was Jn 47th place. Here's the rest of the Top 10: the ABC movie "Concorde: Airport 79," third; NBC's "St. Elsewhere" and "Riptide," tied for fourth; NBC's "Cheers," sixth; NBC's "Facts of Life," seventh; NBC's "Night Court," eighth; ABC's "20-20," ninth; and NBC's "Remington Steele," tenth. Bob Hope's 81st birthday celebration from the Louisiana World's Fair in New Orleans, on NBC, was 14th. NBC MIGHT have had a clear claim on first place had it not telecast the Democratic presidential debate on Sunday.

The program was not included in the Nielsen figures because it was not sponsored, thus bringing down NBC's network average by a small fraction. There was no doubting ABC's claim to first place in the May sweeps. ABC had undisputed victories in both the Nielsen and Ar-bitron surveys. The Nielsen ratings for May 3-30: ABC 14.9, CBS 13.5, NBC 13.3. The Arbitron ratings for May 2-29: ABC 15.2, CBS 13.5, NBC 13.3.

The sweeps, which occur. three times a year, are a month-long period during which Nielsen and Arbitron sample the ratings of every television station in the country to determine their local advertising rates.
