(UP)-Amphibious trucks rumbled into this town of 1,800 persons today and residents pulled out as the Kootenai River rose past the flood stage. Idaho State Engineer Mark Kulp said the dikes protecting the town of 1,800 could withstand a 34-foot level for only a short time. Official flood level is 31 feet.

The Weather Bureau predicted the 34-foot level would be reached today with still higher water to come. Several hundred acres of farm land was already inundated and 40,000 acres of rich farm land was threatened should the dikes break. Schools were closed and the Great Northern Railway had discontinued running trains through Bonners Ferry. The owner of the Bonners Ferry theater osted a notice on the marquee reading "Doggone you, Kootenai, stay in your own bed," then removed the theater seats and closed up shop. A record snow pack in the mountains wilting under soaring temperatures was responsible for the Kootenai rampage and other swollen streams and rivers in the Pacific Northwest.

Elsewhere in the nation, persistent rains eased off in the Southwest but showers fell along the Ohio Valley and in the Central Atlantic states. Joseph R. McCarthy today with attacking the administration's trade policy merely to turn the headlines away from his "sorry" record in the Army-McCarthy hearings. In one of his rare en ate speeches, McCarthy declared late Wednesday that the administration is guilty "criminal folly" in granting aid to U.S. allies who ship "the sinews of military and economic strength" to Red China. The United States could cut off most of the world trade with Communist countries, he cried, '-by simply telling our allies that they will not get one American dollar while any of their flag ships are plying this immoral, dishonest and indecent trade." McCarthy conceded his speech, similar to others he has made on the subject, would be "haDed by some as an attack upon the Eisenhower administration." But he said he felt he had to make the contribution to Far Eastern policy anyway.

Stassen came out second best in a clash with McCarthy on a trade issue last year. But he slammed back hard following the senator's speech Wednesday. "What he says is fantastic, unbelievable and untrue," the aid chief said. "We are steadily building for peace under President Eisenhower's leadership while Senator McCarthy is frantically reaching 'toward diversionary headlines after the sorry spectacle of his record in the recent hearings." The tone of Stassen's remarks provided new evidence that the White House reaction to attacks by McCarthy is stiffening. HoNvever, it said it is too early in the polio season to determine whether the range of the disease's occurrence will be greater in 195 than previous the service said.
